(Endowments and Tribes Committee, Culture, Tourism, Antiquities and Media Committee).

The second: Report and discussion (second reading) of the proposed law for the second amendment to the Independent High Electoral Commission Law No. (31) of 2019. (Legal Committee). The third paragraph also included: Election of the Speaker of the House of Representatives.

Sessions to choose a new speaker of the Iraqi parliament have been postponed several times since November, when the Federal Supreme Court ruled to terminate the membership of Parliament Speaker Muhammad al-Halbousi in the House of Representatives following a complaint filed against him by a former MP in which he accused him of forging his resignation.

Under a political custom followed after the first legislative elections in accordance with the Iraqi Constitution in 2006, the position of presidency of the Iraqi parliament is assigned to Sunnis, while Kurds hold the position of President of the Republic, and Shiites hold the position of Prime Minister.

Earlier, the coordination framework stressed the importance of holding a session to select a speaker for Parliament next Saturday, calling on “MPs to assume their responsibility and attend massively to resolve this important national entitlement.”

The coordination framework was announced on May 6, after a meeting in the office of the leader of the State of Law coalitionNouri al-MalikiHis intention to hold a session devoted to choosing a speaker for Parliament after the expiry of a deadline he specified (one week), at a time when three Sunni alliances announced their support for the framework’s position.

The Sunni political house is witnessing[You must be registered and logged in to see this link.]There is intense competition to succeed Muhammad Al-Halbousi, whose membership in the House of Representatives was revoked by a judicial ruling, while his “Taqadum” party insists on retaining the position given that it has a parliamentary majority within the Sunni component (43 seats), at a time when its opponents of “sovereignty, determination, and decisiveness” see that The position is assigned to the constituents without being bound by a specific political title.

The political blocs are divided between supporters of...Mahmoud Al-MashhadaniSalem Al-Issawi made the competition intense and may be decided by a difference of one or two votes. This division, which was reflected in the Shiite and Kurdish blocs, raises doubts about postponing the session and keeping Al-Mandalawi as acting president.

As for the other agenda items, they are no less important than the election of the Speaker of the House of Representatives, as the first paragraph on the agenda included a report and discussion of the second reading of the draft law on official holidays, and this comes at a time when theThe Sadrist movementYesterday, Friday, a unified prayer was held to support his demand to approve the Eid al-Ghadir holiday law. As for the second paragraph, it is the second reading and discussion of the second amendment to the law of the Independent High Electoral Commission, which is the second amendment to the law in only 6 months, as the second amendment aims to extend the life of the current commission, which ends in July. Next, for the purpose of resolving the Kurdistan Parliament elections.
