Baghdad/Al-Masala Al-Hadath: He told Prime Minister Muhammad Shiaa Al-Sudani that the United Nations asked us for two years to end the work of their mission in Iraq, while he indicated that the International Monetary Fund announced that Iraq had paid its debts in full.
Al-Masala publishes snapshots of Prime Minister Muhammad Shiaa Al-Sudani’s press conference regarding the council session on the 2024 budget schedules:
We continue to communicate with the media to inform our people of everything related to government performance
    - Any defect that occurs in the government’s performance, we say with boldness and clarity
    - Iraq witnessed for the first time the approval of a budget covering three years
The Council of Ministers is in the process of sending the 2024 budget to the House of Representatives, which consists of tables
    - Table (A): Revenues amounted to 144 trillion and 336 billion dinars
    - Table (B): Expenditures amounted to 210 trillion and 936 billion dinars
The deficit table in the 2024 budget reached 63 trillion and 599 billion dinars
    - Table (D): Governing expenditures 10 trillion and 42 billion dinars
The investment budget reaches 55 trillion dinars
    - The investment allocation to the governorates for the year 2023 amounted to 10 trillion and 633 billion dinars.
The remaining 7 trillion and 330 billion from the governorates’ allocations are in trust accounts
    - Emergency security allocations amounted to 11 trillion and 264 billion dinars, present in the governorates’ accounts
During the year 2024, the governorates can spend 14 trillion and 492 billion dinars, the total amount remaining for food security.
    - Allocating more than two trillion dinars to the governorates, guaranteed in a trust account
The government took it upon itself to complete the lagging projects
    - No project will stop due to funding, and there are large sums of money for ongoing projects amounting to 8 trillion dinars
The government is working day and night to resolve projects, and there is no justification for increasing financial allocations to the governorates
In the capital, Baghdad, we have districts equivalent to two governorates that suffer from a lack of services
    - Increasing financial allocations to governorates means increasing the budget deficit
-1,321 projects that had been lagging for years were activated within the tripartite budget.
The tripartite budget gave confidence to the implementing companies to continue working to complete lagging projects
The tripartite budget gave us the space to complete the lagging projects and complete 120 projects and 471 under completion.
The tripartite budget gave confidence to investment companies that financing would not stop
There are projects that will be launched after signing the contracts
    – Paying debts owed by Iraq and raising the level of credit
    - The International Monetary Fund announced that Iraq paid its debts in full.
We do not have new borrowing and we seek to pay off all of Iraq’s debts
The budget is full of operational expenses and we rely on investment
The government continues financial and banking reforms to attract international companies
The water management agreement with Türkiye will address the problem of irrigation in Iraq
The tourism sector must be synonymous with all the financial resources of the state treasury.
The 2023 budget amounted to 199 trillion, and the 2024 budget amounted to 211 trillion.
Employee salaries for the year 2023 were more than 59 trillion, and for the year 2024 they amounted to more than 62 trillion.
The government secured the funds allocated for farmers’ entitlements
We will conduct field visits to the governorates to follow up on the progress of work in implementing projects
The deficit in all budgets is schematic and not real
    – $3 billion Iraq’s loss on improved gasoline
We are careful not to harm low-income citizens and all our projects and decisions are in their favor
