    Today, Thursday (May 30, 2024), government advisor Ibrahim Al-Sumaidaie outlined the governorate allocation figures, denying the common problem of “unequal distribution of allocations” between the governorates and the Kurdistan region.
    Al-Sumaidaie said in a clarification, seen by “Baghdad Today,” that “the tables of final figures for the total allocations to the provinces for the budget of the years 2023 and 2024 show the allocation of about 38 trillion Iraqi dinars in the federal ministry’s budget to the provinces (except the Kurdistan region), and thus the total allocations to the provinces are about 54.” One trillion Iraqi dinars.
    He explained that "our administrative system consists of  a federal government, which is the sovereign federal government of Iraq, and foreign policy, and currently there is great progress with the regional government in managing resources and wealth and settling and unifying the salaries of the region's employees within the federal salaries," noting that "the government of the provinces, except for the Kurdistan region, administers and projects Ministries, while the Kurdistan Region participates in the federal state budget with regard to governing expenditures (food and medicine, for example) and sovereign expenditures  only.” 
    As for the other part of the administrative system, which is the Kurdistan Regional Government, its budget is 12.67% of the budget according to the proportion of the population, conditional on the delivery of non-oil revenues, which are being negotiated, and the region received a first payment this week, in addition to the export of the region’s oil through SOMO.”
    He explained that "the region received about 12 trillion Iraqi dinars from the 2023 budget, deducting tax revenues and fees within the region, plus the region's oil export amounts for the period beginning 2023 until the export stopped on 3/25/2023, and loans and financing from the Ministry of Finance, which is more than its share of 3 trillion dinars." It is being deducted from his share.” 
    He pointed out that "the total actual spending from the 2023 budget was about 146 trillion dinars, and the investment budget for the entire Kurdistan region for the year 2024, which is 4.7 trillion dinars, of which 2.7 trillion is conditional on exporting the region's oil through Sumer, and the rest is on resource management agreements, some of which is deducted from the region's revenues." withdrawn in favor of the federal government, and the salaries of the region’s employees are also calculated from the region’s percentage in the budget, and final agreements are being worked on to settle the salaries of the region as well as for all state employees.” 
    He stressed that the third division is  local governments (provinces), and the tables show the entire government financial allocations available to the governorates in the 2024 budget, which are approximately 16 trillion Iraqi dinars. 
    Al-Sumaidaie addressed the citizens, saying, “You do not have to be a financial or legal expert or a member of a financial committee in order to know something about the general budget and the governmental and parliamentary discussion related to it, nor do you have to even be a college graduate.
