The Integrity Commission announced today, Monday, the cessation of the waste of three billion and 375 million dinars of public money in the Nasiriyah Municipality Directorate in Dhi Qar Governorate.
A statement by the Integrity Commission received by Mawazine News stated that "the Dhi Qar Investigation Office team, which moved to the Nasiriyah Municipality Directorate, was able to stop the waste of three billion and 375 million dinars of public money, explaining that the municipality administration pressured the head and members of the Property Assessment Committee to pass the sale of a property with an area of 5 dunams at a low price, and estimated the price per square meter at only 30 thousand dinars."
He pointed out that "the directorate changed the property valuation committee more than once after they refused to sell at the quoted price, and after the Dhi Qar Investigation Office team seized the initial details and conducted the audit, the investigating judge decided to stop the property sale and nominate an expert to evaluate the property, who estimated the price per square meter at 300,000 dinars," indicating that "the case is before the competent investigating judge to take appropriate legal action against the negligent parties."
He added that "the team uncovered manipulation and forgery operations in the Nasiriyah Municipality Property Division by allocating residential plots of land to fictitious persons in agreement with brokers, noting that properties allocated from the year 2022 were not included in the records, and (1,299) unsegmented plots of land were distributed with fictitious numbers, and there are no sequences or files for them in the real estate registration departments in Nasiriyah, in addition to distributing plots of land without comparison, and carrying out scratching, deletion and manipulation operations in other records."
He explained that "specialized employees in the municipality's properties signed and issued receipts for transactions to allocate residential plots of land within the workers' unions segment on previous dates and exported the transactions with "export numbers"; despite the fact that the export register for the transactions had previously been seized by the Integrity Commission in another criminal case," stressing that "the audit of 95 transactions seized by the Dhi Qar Investigation Office team showed that the names and export numbers differed from what was recorded in the export register."
He pointed out that "the team that moved to the Shatra Municipality Directorate monitored its failure to collect the amounts of real estate allowances that were purchased by citizens in accordance with Article 25 of the Law on the Sale and Lease of State Property No. 21 of 2013," noting that "damage was inflicted on public funds as a result of the directorate's failure to take the necessary legal measures to collect the installments due from them, totaling (98,793,750) ninety-eight million dinars."
The statement concluded that "official seizure reports were prepared and presented, along with the initials, to the judge of the Dhi Qar Investigation Court, which is specialized in examining integrity cases, to take appropriate legal measures."
