Today, Thursday, the advisor to the Prime Minister and head of the Turkmen Haq Party, Turhan Mufti, described the idea of establishing a Sunni region in Iraq as “very difficult,” while he put forward two proposals to resolve the crisis in Kirkuk.

The Mufti said in his interview with the program (Publicly), broadcast by Al-Sumaria TV, that "the local elections in [You must be registered and logged in to see this link.] have been suspended since 2005, and the big difference between the last elections and what is happening now has created a huge gap and a lack of serious negotiations between the competing parties in the province."
He added, "The Arab and Turkmen blocs lined up together with the joining of some Kurds due to a change in some Kurdish positions, and this created a kind of 'balance of anxiety' and now the two parties cannot form the local government."
He pointed out that "there are two proposals to form the local government in [You must be registered and logged in to see this link.], the first is a three-way rotation and the other is a two-way rotation for the position of governor, but there is no importance to all of this without holding a session."
The Prime Minister's advisor considered "Barzani's visit to Baghdad important and I do not think it will be without discussing the [You must be registered and logged in to see this link.] issue," indicating that "there is an agreement paper presented by the Turkmen to resolve the differences based on the principle of rotating power, and if we deal with the matter partisanly, there will be fragmentation in all the blocs, but dealing with them as components must have a balance, while the Turkmen and Arabs stand with the tripartite rotation."
"Dissolving [url=https://www.alsumaria.tv/entity/1586459064/%D9%85%D8%AC%D9%84%D8%B3 %D9%85%D8%AD%D8%A7%D9%81%D8%B8%D8%A9 %D9%83%D8%B1%D9%83%D9%88%D9%83/ar/]Kirkuk Provincial Council[/url] is not a solution because there is no guarantee that the election results will be different from what we have reached now," he continued, stressing that "Prime Minister Mohammed Shia al-Sudani has the ability to intervene to resolve this crisis."
He pointed out that "there are three proposals for managing the province after the end of Rakan al-Jabouri's term: the first is that the governor, even if he has only taken the oath, can handle daily business; the second is that the province is managed by the second person after the governor; and the third is that the prime minister assumes responsibility and appoints someone to manage the province until the governor is elected."
The Mufti stressed: "There is no international, regional or Turkish interference in the [You must be registered and logged in to see this link.] issue," adding that "one of the main problems in [You must be registered and logged in to see this link.] is educating the masses of the blocs that they will take the position of governor, so all the winners aspire to obtain the position."
He explained, "The principle of rotation is a problem from a service perspective and successful from a political perspective, so we suggest that there be a signed paper not to disrupt the projects that are agreed upon and passed, and the [url=https://www.alsumaria.tv/entity/4038048263/%D8%A7%D9%84%D8%A7%D8%AA%D8%AD%D8%A7%D8%AF %D8%A7%D9%84%D9%88%D8%B7%D9%86%D9%8A/ar/]National Union[/url] believes in rotating the position with the Arabs only."
Regarding the [You must be registered and logged in to see this link.] problems, he pointed out that "the problem that occurred in [You must be registered and logged in to see this link.] was the collective dismissal of the heads of administrative units in the province, and this is illegal despite the council administration's insistence that its opinion is correct, but it was a reason for accelerating the dissolution of the previous provincial councils."
The head of the Turkmen Haq Party explained that “the issue of the displaced in Sinjar needs time because the situation there is very complicated and there is also the presence of different armed forces from Turkey and Syria, in addition to the fact that the area is rugged and there is a kind of dysfunction in the administration there due to the crimes of ISIS,” adding: “The camps for the displaced in Sulaymaniyah have been closed, but Erbil, due to the diversity of the camps and the stability of some of the displaced in it, needs time for that.”
He noted that "there is calm in the Syrian-Turkish atmosphere and this is in the interest of [You must be registered and logged in to see this link.], and if negotiations take place between them on Iraqi soil, it will give a kind of international accreditation to the Iraqi government," pointing out that "Article 140 contains many details and considerations, including redrawing the borders of the provinces, a census, and a referendum, and each paragraph contains many almost impossible paragraphs, and each party of the components has its political project if this paragraph is implemented."
The Mufti stated that “providing services by provincial councils is much easier than providing them in ministries due to the complexities they have, and all previous governors had a good opportunity to see the Prime Minister,” noting that “most previous governors were going towards visible projects, but mostly the budget or allocations were not sufficient for them, and local governments now have the ability to provide service projects.”
He reiterated: "There is no supervisor or authority over the provincial councils according to what is stated in the constitution, but according to the legal principle (whoever owns the whole owns the part), the House of Representatives should have actual authority over the councils, in addition to the absolute authority of the Prime Minister."
Regarding the establishment of a ““[You must be registered and logged in to see this link.] region” in [You must be registered and logged in to see this link.], he said, “The process of producing a region is not an easy matter, and the quest to establish a [You must be registered and logged in to see this link.] region similar to the [You must be registered and logged in to see this link.] region is an incomplete vision. Since the seventies, [You must be registered and logged in to see this link.] has had a separate administration, and it became official after the nineties.” He explained that “the region needs accumulated experience and intellectual crystallization, and politically it needs the masses to unite with the [You must be registered and logged in to see this link.] political leaders who call for the region.”
