“Baghdad Airport Chaos”.. The government forms an investigation committee and the parliament threatens to host the negligent
After the “enormous” chaos witnessed at Baghdad International Airport, Prime Minister Mohammed Shia al-Sudani ordered the formation of a committee to investigate the causes of the chaos, due to conflicts and delays in flight schedules, according to local sources.
The sources said that the head of the Iraqi Civil Aviation Authority and Minister of Construction and Housing, Benkin Rikani, received the crisis file, under the direction of the Prime Minister, and opened an immediate investigation to find out those responsible for the chaos.
Photos and videos showed chaos inside the airport and a fistfight between passengers and security personnel. Sources said that “the passport officer assaulted and beat one of the passengers, then forcibly took him to detention.”
Baghdad Airport Director Harith Al-Obaidi attributed the chaos and flight delays to “the exceptional number of additional flights to reverse the convoy of visitors, in addition to a technical failure in one of the Iraqi Airways planes, along with a shortage in one of the aircraft crews.”
Al-Abidi said in statements to local media, “This matter is likely to happen and is beyond anyone’s control. The airport administration made an effort and restored flights to normal, and planes began to take off to their destinations.”
However, sources confirmed the continued chaos and the delay of flights of hundreds of Iraqi and foreign passengers.
Formation of a government committee
Later, Minister of Transport Razzaq Al-Saadawi arrived at Baghdad International Airport and chaired a meeting of Iraqi Airways in the presence of the Prime Minister’s Advisor for Transport, Customs and Ports Affairs.
A statement from the ministry said that Al-Saadawi “directed the formation of an investigative committee headed by the ministry’s administrative undersecretary to investigate the circumstances of the delay in flights at Baghdad International Airport.”
Similar incidents have occurred at the airport before, without the authorities being able to overcome or resolve them over time, which explains why Iraqi Airways has been banned from entering European airspace for more than 10 years, due to Iraqi aviation’s failure to comply with “the regulations of the International Civil Aviation Organization and the European Air Navigation Safety Agency,” according to transportation experts.
Parliamentary position
For its part, the Parliamentary Transport Committee revealed that there is a parliamentary move to host those who are negligent and responsible for the chaos that occurred at Baghdad International Airport, indicating that there is clear negligence.
The head of the committee, Zahra Al-Bajari, said, “There is no intention behind the delay of some flights at Baghdad International Airport, but there is certainly negligence and shortcomings, and this matter certainly affects the reputation of Iraqi Airways and Iraq in general.”
She added, "What happened at Baghdad International Airport is that the working hours of the airline crews were exhausted and these crews cannot work outside of the hours allocated to them according to what was decided by the Civil Aviation Authority, and this is due to the rush during the Arbaeen visit and the reverse delegation."
She explained that “there is clear negligence and neglect. How can the airline company book flights for passengers and specify them when the working hours of the aircraft crews are exhausted and they cannot fly? We are also surprised that there are not enough crews for the aircraft, especially at this time, given the great traffic that the airlines are witnessing, and for this reason there is clear negligence on the part of the airline company and the aviation authority.”
The head of the Parliamentary Transport Committee concluded by saying, “The House of Representatives will work to host those responsible for this file in order to solve such problems and to provide aircraft crews and their presence for such emergency situations.”
At the end of last June, Prime Minister Mohammed Shia al-Sudani chaired a meeting of the committee tasked with ending the European ban on Iraqi Airways.
A government statement at the time said that Al-Sudani “reviewed the measures taken by the competent committee as part of the efforts to end the ban and its requirements.”
He stressed the need to meet the requirements of the International Civil Aviation Organization and the International Air Transport Association as soon as possible, and to keep pace with global developments in the field of air transport for passengers and goods.
Transportation insiders say that among the reasons for the European ban on Iraqi Airways are “the obvious negligence in communications while driving, in addition to some pilots smoking inside the cockpit, and listening to songs loudly.”
Iraqi travelers often strongly criticize the continuous delays in flights, in addition to the poor services and cleanliness in health facilities, as well as the suffering that citizens have faced during their journey to the airport for many years, before the authorities decided, about two weeks ago, to open the airport roads to the movement of travelers so that they can reach the airport gate without complications or obstruction.
At the end of last April, the Sudanese Prime Minister appeared reprimanding an official at Baghdad Airport, and angrily asked: “What is this chaos? Where is your work?”
Last June, the Sudanese Prime Minister decided to assign the management of the Civil Aviation Authority to the Minister of Construction and Housing, Benkin Rikani, which angered parties in the “Coordination Framework” who believe that the position belongs to the Shiite component and should not be assigned to a Kurdish figure.
The decision, according to government sources, appears to have been aimed at overcoming the problems facing the aviation sector and the ban imposed on Iraqi Airways, given the experience of Rikani, who served as Undersecretary of the Ministry of Transport during previous governments.
In turn, the Pakistani Ministry of Foreign Affairs announced earlier that there were more than 654 Pakistani visitors stranded at Baghdad International Airport due to a technical failure in two Iraqi Airways planes.
The ministry said it was "in contact with the Iraqi authorities and Iraqi Airways to return the stranded Pakistanis as soon as possible."
