[size=52]Iraqi Parliament Faces Political Paralysis: Partisan Disagreements Disrupt Legislation and Weaken Oversight![/size]
[size=45]The Iraqi parliament has recently suffered from a clear weakness in its legislative and oversight performance as a result of the exacerbation of political differences between the various parliamentary blocs and the conflict of partisan interests.[/size]
[size=45]This political tension leads to the obstruction of the passage of many important laws and the delay of taking vital decisions that affect the lives of citizens. In addition, it is difficult to reach a consensus on major national issues, due to the sharp divisions between political forces, which deepens the state of political stagnation and weakens the effectiveness of Parliament as an institution representing the Iraqi people.[/size]
[size=45]MP Yasser Hashem says, “One of the reasons for the failure is related to the failure to resolve the issue of the presidency of the House of Representatives.”[/size]
[size=45]He added, "The failure to decide on the presidency of the council has a direct impact on deciding on laws and legislation, due to the lack of consensus that negatively affects performance in general and delays many entitlements."[/size]
[size=45]He explains, “There are many political movements to end the Parliament presidency complex, but on the other hand, there are excuses that are put forward from time to time, the most prominent of which is that there are Sunni forces that are harmed by moving in this direction, considering that they feel that they are the ones with the right, and any step without coordination with them will have a bad position.”[/size]
[size=45]He added, "There is a clear obstruction to resolving the issue of the presidency of the House of Representatives, and this matter leads to repeated failure in efforts to end this crisis and remain on this path, until further notice, despite the impact of what is happening on the performance of the House in general."[/size]
[size=45]For his part, political analyst Kitab Al-Mizan says, “The House of Representatives’ oversight role is absent for many reasons, including that a number of its members have taken a different approach and forgotten their oversight role, such as following up on transactions, blackmailing governments, and proceeding according to the quota system in executive positions, in addition to political differences within the House of Representatives and political courtesies between blocs and parties.”[/size]
[size=45]He believes that the “lack” of the Council’s oversight role “has greatly affected the executive institutions and their way of working, and contributes to the spread of corruption to a greater extent.”[/size]
[size=45]Al-Mizan explains that “there are many suspended laws that have priority and are reflected on the Iraqi street, such as the general amnesty and the oil and gas law. The weakness does not only include the oversight role, but even the legislative role is weak, as many draft laws are waiting to be enacted.”[/size]
[size=45]While observers of Iraqi political affairs have identified two reasons that contributed to the disruption of the performance of the first parliament: absence from parliament sessions. This phenomenon has varied in its forms, some of which include the suspension of membership, as there is no constitutional text that refers to the subject of suspending membership, as well as the travel of some members of the House of Representatives without informing the presidency of the council.[/size]
[size=45]Article (16) of the internal regulations confirmed that he must attend the meetings of the Council and its committees in which he is a member, and he may not be absent except for a legitimate excuse determined by the President or the head of the relevant committee. Likewise, among the obligations of the representative is to inform the Presidency of his travel outside Iraq.
