On Sunday, November 3, 2024, the Civil Defense Directorate revealed the most important amendments to the new Directorate Law, which is being legislated in the House of Representatives and approved by the Presidency of the Republic.
Amendment to the Civil Defense Law
The proposed amendment to the law is still in the House of Representatives without a vote, but the Civil Defense Directorate expresses its hope that the proposal will be voted on soon.
The directorate said in a statement monitored by "Ultra Iraq" that the new amendment "authorizes the head of civil defense in the governorate to decide to cancel or close" the violating places, while the decision used to take a long time "from the issuance of the violation until it reaches the governor and the closure is approved."
The law gave the directorate the authority to “continue the closure until the reasons for the closure are removed, whether requirements for providing it or violations for removing it,” in addition to “closing facilities, factories, or companies without warning in emergency cases.”
The amendment stipulates a penalty for raising the penalty for the violation, as “the ceiling has been raised to be punished by imprisonment for a period not exceeding one year and a fine of not less than 250 thousand and not more than 10 million Iraqi dinars for anyone who violates the provisions of this law.”
According to the new amendment, the law requires “departments and establishments in various sectors to have civil defense guards,” and “the civil defense will monitor constructed buildings in all sectors with commercial, industrial, tourist, service, and residential uses during the construction stages of these buildings, and complete official approvals from the relevant authorities.”
