    With Mahmoud Al-Mashhadani's return to the parliament, talk has been renewed about activating the legislative role of the council, by approving laws, especially controversial ones.
    Parliament Speaker Mahmoud Al-Mashhadani confirmed today, Sunday, that the controversial laws will not be presented except after an in-depth study with the parliamentary blocs, away from political disputes.
    On October 31, the House of Representatives was able to elect a new speaker after a full year of postponement and repeated failures to resolve the issue. Mahmoud Al-Mashhadani was elected as Speaker of the House of Representatives, receiving 181 votes compared to 43 votes for Salem Al-Issawi.
    Al-Mashhadani said in a statement to the official newspaper, which was followed by “Al-Alam Al-Jadeed”, that “the controversial laws will be presented unanimously at least, away from political disputes”, indicating that “the controversial laws will not be presented, except after an in-depth study with all parliamentary blocs, and will be presented unanimously at least, so that there will be no disputes or obstruction of some laws.” 
    He added, "The way the controversial law was presented to the session, with the presence of disputes, is incorrect and does not serve the parliament." 
    Al-Mashhadani pledged to “work to restore the prestige of Parliament, and to cooperate closely with the State Administration Coalition in a way that serves citizens, Iraq’s sovereignty, and societal unity, in addition to passing laws that contribute to achieving the accomplishments of the House of Representatives.” 
    He added, "Parliament affirms Iraq's role in supporting our people in Gaza and Lebanon, in accordance with Iraq's established principles in supporting its nation and its just causes." 
    Parliament has witnessed, during the past period, a great deal of controversy over the passing of a number of controversial laws, most notably the general amnesty and personal status law, the return of homes and lands that were confiscated by virtue of the decisions of the dissolved Revolutionary Command Council to their original owners, and the service and retirement law for the Popular Mobilization Forces.
    Yesterday, Saturday, the leader of the Azm Alliance, Haidar Al-Mulla, called on Parliament Speaker Mahmoud Al-Mashhadani to withdraw all controversial laws and remove them from the bargaining basket, stressing that “justice for the innocent in prisons requires living consciences, not deals.”
    Member of Parliament Ali Saadoun Al-Lami confirmed yesterday, Saturday, that the next stage will witness the passing of controversial laws and the questioning of at least two ministers.
    The amendment to the Personal Status Law faces major objections, as legal experts and civil activists warned, in a previous report by “Al-Alam Al-Jadeed,” of the amendments that the parliament intends to make to the law. While they confirmed that they could undermine one of the most important Iraqi legislations, they pointed out that the amendments place the authority of sects and religious men in a higher position than the authority of the judiciary and the law.
    The amendment to the general amnesty law also faces objections and concerns that it will include those convicted of terrorism and belonging to ISIS. This amendment is one of the main demands of most Sunni forces, and was among the most prominent conditions they set in the negotiations to form the government of Prime Minister Mohammed Shia al-Sudani before voting on it in parliament in October 2022.
    As for returning the properties to their owners, the five Kurdish blocs in the House of Representatives announced last September that they would unify their position to support a draft law aimed at cancelling the Baath Party’s decisions regarding agricultural lands in the areas covered by Article 140 of the Iraqi Constitution.
    This movement comes within the framework of the ongoing efforts of the Kurdish blocs to recover agricultural lands confiscated by the Baath government in the areas covered by Article 140, which include Kirkuk and the areas disputed between the federal government and the Kurdistan Region.
    The service and retirement law for members of the Popular Mobilization Forces sparked controversy over political influence within the Popular Mobilization Forces, as a military institution that has had a law since 2016, in addition to many questions about the number of members of the Mobilization Forces, their salaries and their budget.
