Baghdad/Al-Masala: The new Iraqi parliament speaker, Mahmoud Al-Mashhadani, faces a difficult challenge in reactivating the suspended laws that were affected by political differences and whose implementation was halted for years.
According to informed sources, the number of laws suspended since the previous parliamentary sessions has reached 170 laws, which makes Al-Mashhadani’s task difficult and complex in a volatile political environment.
Sources from within Parliament said that the political mood of the parties plays a decisive role in passing or obstructing laws, as political blocs have the ability to influence and control the fate of legislation through their alliances and parliamentary movements.
“These blocs have begun to control the keys to legislative work,” says a political expert.
A parliamentary affairs expert added: “The main blocs may find an interest in suspending some laws or negotiating them to obtain political gains, which makes Parliament an arena for conflict rather than legislative work.”
Analyses indicated that the first clashes that Al-Mashhadani might face in the coming period will be with the forces supporting him regarding the general amnesty law. This law, which has thorny political and legal dimensions, could open the door to reconsidering cases related to hundreds of people, which raises concerns among some parties who believe that the approval of the law may serve certain agendas.
As for the general amnesty law, it may lead to new alliances within Parliament and may lead to deep divisions. It is expected that the upcoming Parliament sessions will be heated, as positions will clash in a way we have not seen for some time.
Parliament's oversight role will also be part of the challenge facing Mashhadani, especially with growing calls to question some ministers and hold them accountable for their performance.
Political analyst Alaa Mustafa pointed out that Al-Mashhadani will be forced to balance between activating his oversight role and maintaining the stability of the alliances supporting him.
Sources said that some legislation and draft laws may be postponed to the next session if disagreements over them intensify, which increases pressure on the parliament speaker to achieve tangible progress during his term.
An Iraqi citizen following the events said in a post on Facebook that “what is happening in parliament directly affects people’s lives.” He added, “The delay in passing laws is reflected in development projects, the economy, and basic services, and for this reason we hope that Al-Mashhadani will live up to expectations and be able to restore confidence in parliament.”
According to experts, Al-Mashhadani may resort to new tactics to strengthen his position and achieve consensus on the suspended laws, including inviting the various forces to the dialogue table and rebuilding bridges of trust between the conflicting poles.
According to analyses, this mission cannot be succeeded without making concessions and understandings that may seem impossible in light of the current scene, but politics in Iraq has taught us that alliances change with changing circumstances.
The next challenge for the Speaker of Parliament is not only to pass laws, but to prove that Parliament is capable of effectively performing its oversight and legislative role. With cabinet reshuffles expected to pass through Parliament, the question remains: Will Mashhadani be able to lead Parliament during one of the most difficult periods in Iraq’s modern history?
