    Legal expert Ali Jaber Al-Tamimi explained the legal and constitutional mechanisms for forming the new government in the Kurdistan Region and choosing the three presidencies.
    Al-Tamimi said in a statement to Al-Maalouma, "The formation of the government in the Kurdistan Region is subject to quotas, as the largest bloc formed after the elections is the one that undertakes the task of forming the government, and the President of the Region, the Parliament, and the Council of Ministers are excluded from it."
    He added, "The President of the Region is elected by a vote of two-thirds of the members of Parliament, who then assigns the candidate of the largest parliamentary bloc to form and choose his government cabinet, in order to ratify it within the Parliament of the Region."
    He explained that "the legal procedures in place for forming the federal government apply the same to forming the regional government, since the region does not have its own constitution, and reference is made to the Constitution of the Republic of Iraq as it is the general rule to which reference is made."
