The Ministry of Labor and Social Affairs confirmed on Friday that most of the beggars arrested are covered by social assistance salaries. While the parliament warned of the security and societal problems of the phenomenon of begging, it called for its elimination.
The Director of the Social Protection Authority at the Ministry of Labor, Ahmed Al-Moussawi, said in an interview with Mawazine News, "There is a committee headed by the Minister of Interior and membership of the Ministry of Labor to combat begging," noting "two conditions for a beggar to be covered by the social assistance salary. The first is that there is an official report from the Ministry of Interior, and the other is that he does not practice begging again."
He added, "According to the information we receive, most of the beggars arrested in the streets are covered by the social assistance salary."
He pointed out that "the population census revealed new results regarding poverty levels in each governorate and those covered by social assistance."
For his part, MP Mahma Khalil warned of "many security, economic and societal problems due to the phenomenon of begging at intersections."
Khalil confirmed in an interview with Al-Rabia that "the civilization of Mesopotamia, the capabilities of the Iraqi state, and the reputation of the Iraqi people do not allow for the phenomenon of begging, and we hope that the relevant regulatory authorities will eliminate this phenomenon," noting that "it causes many problems, including security problems, violations, and transgressions against the customs and traditions of Iraqis."
Khalil added that "this phenomenon does not suit the political process and the astronomical budget that reaches 150 billion dollars, and it is shameful that we, as a state, help other countries and we have the phenomenon of begging, which may be driven by parties, but we must search for its roots."
