    He explained that the missing are those who have not been found in mass graves or with any party that can determine their fate or find any trace of them, noting that there are huge numbers of people whose relatives are searching for any trace of them, whether before or after 2003, and therefore the creation of a special department for them contributes to taking the necessary measures to investigate them.
