    The Council of Ministers has determined overtime wages for employees outside working hours, and while it decided to suspend official work next Tuesday on the occasion of Victory Day, it agreed to assign the South Gas Company to assume responsibility for establishing a fixed platform for importing liquefied gas.
    The Prime Minister's Media Office stated in a statement: Prime Minister Mohammed Shia Al-Sudani chaired the forty-ninth regular session of the Council of Ministers, during which general developments in the country were discussed, a number of important files were discussed, and their implementation was followed up, in addition to discussing the topics on the agenda and taking the necessary decisions regarding them.
    He added that the Council approved suspending official work on Tuesday, December 10, 2024, in all ministries and government institutions, in celebration of Victory Day and the anniversary of the liberation of Iraq from the terrorist ISIS gangs.
    He continued that in implementation of the Prime Minister's directives, the Council of Ministers approved operating free flights to Beirut to transport Iraqi guests from Lebanese citizens wishing to return to their country.
    He explained that in order to confront security challenges and ward off risks to the country, the Council of Ministers approved the following:
    1. The Ministry of Finance shall transfer an amount of (31) billion dinars from the emergency reserve to the Ministry of Interior.
    2- The Ministry of Planning shall, urgently, include the project to develop the protection of the western borders of Iraq, with the construction of a bridge over the Euphrates River, as an exception to the inclusion requirements.
    3. Authorizing the Ministry of Interior to implement, as an exception to Article (3
    ) of the Contract Implementation Instructions No. (22 of 2014), and referral to one of the companies using the direct contracting method. The statement indicated that in the functional field, the draft instructions for overtime wages for the employee were approved, based on the provisions of Article (17) of the State and Public Sector Employees Salaries Law No. (22) of 2008, as follows:
    - The overtime wage for an employee who works more than the regular weekly working hours stipulated by laws, regulations or instructions shall be wages as follows:
    First: A. (5000) thousand dinars for an employee of the first grade up to the fourth grade.
    B. (4000) thousand dinars for employees of the fifth grade and below.
    Second: The overtime wage specified in the event of working on weekly rest days or official holidays shall be as follows:
    A. (6,000) thousand dinars for employees of the first grade up to the fourth grade.
    B. (5,000) thousand dinars for employees of the fifth grade and below.
    With the Minister and the head of the entity not affiliated with a ministry being granted discretionary authority to select a number of employees ranging between (10% - 20%) employees to work outside official working hours, regular weekly work days, weekly rest days or official holidays.
    Third: The Ministry of Finance shall issue the aforementioned instructions.
    As part of the government's efforts to implement the Faw Port and its affiliated projects, it was approved to include the naval base in the Grand Faw Port by Cabinet Resolution (63 of 2019), amended by Cabinet Resolution (220 of 2020), which is considered one of the necessary infrastructures for the Grand Faw Port; to provide the required protection for the port during operation and enhance control and protection at the entrance to Khor Abdullah and the territorial waters of Iraq.
    In the energy sector, the Council of Ministers, according to the statement, approved the South Gas Company to assume responsibility for establishing a fixed platform for importing liquefied gas, and to authorize it with the following tasks:
    1. Coordinating with the General Company for Iraqi Ports to determine the coordinates of the platform site, gas storage facilities, and the necessary specifications, to prepare the place and negotiate with the aforementioned company to carry out the work of preparing the platform site (drilling, burial, and construction of the dock).
    2. The Ministry of Oil directs direct invitations to solid international companies, and selects the qualified ones from them to contract directly.
    3. Assigning the company (KBR), which is contracted with the Ministry of Planning, to work as a consultant for the project and for regulatory and contractual matters.
    4. The Department of Cabinet Affairs and Committees in the General Secretariat of the Council of Ministers is responsible for following up on the implementation of the Council’s decision and submitting periodic reports to the Prime Minister.
    In the electricity sector, the Council of Ministers approved the following:
    1. Exempting the Ministry of Electricity from the instructions to facilitate the implementation of the Federal General Budget Law (13 of 2023) regarding the payment of the advance payment stipulated in the two contracts for the power stations (Khor Al-Zubair and South Baghdad Gas/1) to convert them from simple cycle to combined cycle, so that the Ministry can grant the initial operating advance to activate their contracts; due to their importance in supplying the electrical system with energy.
    2. The company implementing the two stations project in paragraph (1) shall submit an unconditional bank guarantee issued by an accredited bank equivalent to the amount of the initial cash advance, based on the instructions for implementing government contracts (2 of 2014).
    The Council also approved the adoption of the controls for projects exempted from advertising and competition, according to the letter of the National Investment Commission, dated November 19, 2024, with the exception of paragraph (2), which the Legal Department in the General Secretariat of the Council of Ministers requests to be removed from the controls under discussion, taking into account the comments of the honorable members of the Council of Ministers during the meeting session.
    In the same vein, a vote was taken to amend Article (8) of the Regulation for the Sale and Lease of State and Public Sector Real Estate and Lands for
    Investment Purposes and the Building on Them No. (6 of 2017) as amended, by adding a new clause to it under the sequence (Third), stipulating that Regulation (7) of 2010 before and after the amendment shall remain in effect on investment projects that have obtained an investment license in light of the enforcement of each of them. The
    recommendation of the minutes of the sixteenth meeting of the Sovereign Guarantees Initiative Committee on November 3, 2024, regarding private sector industrial and agricultural projects to be financed by the Japanese loan was also approved, taking into account the observations of the Minister of Finance and the Advisor to the Prime Minister for Technical Affairs, which include the condition that these projects be subject to the controls for issuing sovereign guarantees to the private sector, and that the guarantee be for each project separately, as well as the commitment of the Trade Bank of Iraq / TBI to finance projects that are approved from the Japanese loan, and that they be compatible with the loan agreement with the Japan Export Credit Guarantee Agency / JICA.
    As part of the government’s approach to completing stalled and suspended projects, the Council of Ministers approved the following:
    1. Increasing the reserve amount for the contract (demolition and reconstruction of Al-Hussein Mosque/Saqlawiyah/Anbar), and reducing the total cost of the project.
    2. Establishing a component called (Rehabilitation of the factories of the General Company for Communications and Power Equipment), within the project (Production of Communications and Power Equipment) included in the investment budget of the Ministry of Industry and Minerals, and increasing the total cost of the project.
    In the school buildings file, the Council of Ministers approved the exemption of the project to demolish, rebuild and furnish (38 schools in the city of Kadhimiya) from the contracting methods stipulated in the instructions for implementing government contracts (2 of 2014).
    Approval was given to exempt the Shiite Endowment Diwan from the provisions of the instructions (1 of 2023) Instructions for facilitating the implementation of the Federal General Budget Law (13 of 2023), to contract with the Rashid Hotel, for the purpose of housing and accommodation for the delegations participating in the Iraq International Competition for Memorizing and Reciting the Holy Quran.
    In the environmental field, the Council of Ministers approved the initial assessment report of the Minamata Convention (MIA) prepared by the Ministry of Environment, taking into account the observations made by the Iraqi authorities, setting a date for the concerned authorities to express their opinion and include it in the report if required, and sending the report in its final form to the Minamata Convention Secretariat for adoption as a national report.
    Within the framework of regulating foreign relations and trade exchange with countries, the Council of Ministers approved the cancellation of a number of its previous decisions regarding draft agreements to avoid double taxation and prevent evasion of taxes imposed on income and capital between the Government of the Republic of Iraq and the governments of the Republics of (Czech Republic, Slovakia, Romania, Senegal, Azerbaijan, and Armenia) shown below (in order):
