The Martyrs Foundation is preparing to establish a unified national registry for missing persons and create a special department concerned with this category within the amendments to its Law No. 23 of 2024.
The Director of the Legal Department at the Foundation, Dr. Tariq Al-Mandlawi, told Al-Sabah: The amendment to the Foundation’s Law No. 23 of 2024 included the creation of a special department concerned with the category of missing persons, which is the Department of Mass Graves and Missing Persons, which is responsible for taking the necessary measures regarding this file. He explained that the missing persons are those who have not been found in mass graves or with any party that can determine their fate or find any trace of them, noting that there are huge numbers of those whose families are searching for any trace of them, whether before or after 2003, and therefore the creation of a special department for them contributes to taking the necessary measures to investigate them.
He pointed out that the department that will be created will work to create a unified national registry for missing persons that includes their names and data, noting that there are several departments, ministries and institutions that have lists of the names of missing persons, but they do not have a mechanism to deal with them in order to investigate them, and therefore work will be done to coordinate with them to obtain the names and record them in the unified national registry that will be created during the coming year 2025 according to modern electronic and software systems.
Al-Mandlawi explained that the department will work after its establishment to open a special website in order for anyone who has information about this category to share, explaining that this record will serve as a national identity for all parties working within this file, since the criminal practices of the defunct regime as well as the crimes of terrorism and the terrorist gangs of ISIS left behind many mass graves and disappeared many innocent citizens.
