“Controversial laws” are of unknown fate.. No signs of holding a “decisive session”

Controversial laws continue to stir up political controversy, causing them to be postponed from one session to another.
MPs revealed that there are no signs of holding a session to pass the “controversial laws” that were postponed from the session last Sunday and Monday, due to the escalating disputes over passing them, amid expectations that they will be postponed to the next legislative session.
The House of Representatives session on Monday witnessed verbal altercations and chaos near the parliament speaker’s platform, after three controversial laws were presented during the session for voting, namely personal status, general amnesty, and returning properties to their owners, which prompted the parliament presidency to adjourn the session until Tuesday.
Member of Parliament Moeen Al-Kadhimi confirms the continuation of disagreements over “controversial” laws.
Al-Kadhimi said in an interview with Al-Mada, “There has not yet been an agreement on these laws to amend personal status, general amnesty, and return properties to their owners,” indicating that “the amnesty law was changed by the relevant committees within the council and some pressure from the political blocs.”
He added: "We are in the process of having the law in its governmental text so that it can be ratified, and not by making various amendments that include terrorists in this amnesty."
The debate is escalating within parliamentary circles over the passing of four controversial laws, namely the draft law to return properties covered by some decisions of the Revolutionary Command Council, the amendment of the Personal Status Law, the second amendment to the General Amnesty Law, and the Service and Retirement Law for the Mujahideen of the Popular Mobilization Authority. Linking the laws according to the principle of one basket has sparked widespread parliamentary criticism, stressing that this reinforces certain political interests.
It is noteworthy that the issue of passing controversial and controversial laws through the so-called “one-basket” system is not new to the Iraqi parliament. It is a procedure that is resorted to in the event that disagreements over a particular law reach a dead end, in a way that enhances the interests of the political blocs and their sectarian, factional and regional polarizations.
On October 26, the House of Representatives voted to extend its legislative term for one month. This came after a prior invitation from the “State Administration” coalition, which stressed the importance of extending the second legislative term of the House of Representatives, given the circumstances of the current stage and the challenges that Iraq is going through, as well as stressing support for the step of amending one of the articles of the federal general budget related to oil. However, the parliament has not held any session since then.
