    One of the most important sectors that depend on expatriate labor is construction, as expatriate labor works extensively on construction sites, due to their low wages compared to local labor. Agriculture, especially in rural areas, also faces a shortage of Iraqi labor, in addition to domestic services and restaurants, which have an increasing demand for expatriate labor in these sectors.

    A large segment of foreign residents suffer from difficulties related to lack of legal status, which makes them vulnerable to exploitation and abuse.
     
    They are also exposed to the risk of deportation, especially with the inspection campaigns launched by the Iraqi authorities.
     
    Human Rights Watch issued a report in June 2023 criticizing the Iraqi government’s security campaigns against Syrian workers, describing them as “arbitrary arrests.”
     
    The organization pointed to cases of deportation that included individuals holding official residence permits.
     
    According to a 2023 study by the Carnegie Endowment for International Peace, foreign workers face challenges including lack of legal rights, lack of health insurance, and long working hours, sometimes up to 16 hours a day.
     
    In contrast, the government has difficulty controlling the large numbers who enter the country illegally or circumvent residency laws, and is trying to control the status of foreign residents through initiatives aimed at regulating their presence.
     
    In November 2024, the Iraqi Ministry of Interior launched a campaign to settle the legal status of foreign residents, with applications available electronically to settle residency until the end of December.
