    The Commission revealed the external debt owed by Iraq, estimated at 3.7 trillion dinars, and social welfare commitments amounting to 18.2 trillion dinars.  As for the security and defense expenses, according to the budget, it is estimated at 31.5 trillion dinars, which constitutes 25.2% of the total budget.
    The report also strongly criticized the 2015 budget included provisions that grant the Council of Ministers and Minister of Finance, "the implementation of state programs," some of which extend to identify some exaggeration left open, as projects of infrastructure at a cost of $ 5 billion. "
