Publish / scales News / text of the draft of the National Guard, which was approved by the President of the Republic Act based on the provisions of subsection (I) of Article (61) and Forever (Third) of Article (73) of the Constitution.
The following is the text of the law:

Issued the following law: -

National Guard Law

Article 1 with a view to the following terms for the purposes of this law against which the meanings indicated: -

First: National Guard troops: military forces composed of people of the province is organized in a region to contribute in the face of terrorism and maintain security.

Amendment: First: National Guard: Security forces constitute the people of the province is organized in a region to contribute in the face of terrorism and maintain security.

VIII seconded officers: the officers assigned to the National Guard.

IX permanent formations: formations consisting of members of the National Guard Aldaimyin.

X. squad reserve: the structure of the National Guard formations are activated when you call their members of the National Guard reservists fighters.

Article 2 This law aims to: -

First: to contribute effectively in the face of the threat of terrorism and maintain security in the governorates not organized in a region through the formation of military forces from the people of those provinces are part of the armed forces.

Amendment: First: to contribute effectively in the face of the threat of terrorism and maintain security in the governorates not organized in a region through the formation of security forces from the people of those provinces are part of the armed forces.

Second: the integration of the popular crowd fighters and the people of Iraq of non-employees of the interior and defense ministries who have contributed to fight terrorism in the National Guard.

Amendment: Second accommodate the popular crowd and the people of Iraq and the sons of tribal fighters from non-employees of the interior and defense ministries who have contributed to fight terrorism in the National Guard.

First: Article 3 (a) formed under the provisions of this law and the National Guard troops, and her leadership called (the leadership of the National Guard).

Article 4 The National Guard following tasks: -

First: to contribute to the fight against terrorism.

Second contribute to maintaining security in the province.

IV provide support and backing in case of emergencies or natural disasters.

V. assist in keeping the security of other provinces on the order of the commander of the armed forces.

VI informational coordination and cooperation with the security and intelligence authorities in accordance with the Commander in Chief of the Armed Forces instructions.

Article -5- The spas leadership of the National Guard is made up of the following configurations:
(A) chief of staff of the National Guard.

(B) The Administration Department.

(C) Mira circle.

(D) department operations.

(E) the Department of Intelligence.

(H) the Department of the crowd and Moral Guidance.

VII to issue regulations to prepare and qualify officers of its members in accordance with the criteria adopted in the Iraqi armed forces.

Article -8- The National Guard commander of the following tasks:

First: management and supervision of the National Guard formations.

Second provide advice and recommendations in their respective fields to the Commander in Chief of the Armed Forces.
Implementation of leadership in relation to the national security strategy and security strategies, including branching.

IV recommendation to the General Commander of the Armed Forces and appointed Deputy Commander of the leaders and the two things and general managers.

Article 9 be of service in the National Guard and two types as follows:

Second service reserve: to be volunteers for reserve service in accordance with the contracts for a period of five (5) years, renewable for a volunteer reserve and undertakes to enroll annually for a period of (1) one month for retraining.

Article -10- be Associates of the formations of the National Guard and Reserve Aldaimyin of the people of the province that constitute it.

Article 11.-appointed National Guard commander in the province, which constitutes the same mechanism used in the selection of the police chief set forth in the governorates not organized in the territory of Law No. (21) for the year 2008 to be coupled with the approval of the Commander in Chief of the Armed Forces on the appointment.

Article -12- determine the instructions issued by the Commander in Chief of the Armed Forces as follows: -

Amendment of Article 12 to be as follows: -
Article -12-

Article -13- The spas are required to accept the volunteer in the National Guard, the availability of the following conditions: -

(B) that at least the age of (18) eighteen years old and not more than (35) thirty-five years for permanent volunteers on the service, and not more than (45) forty-five years for volunteers on reserve duty.

(C) to be valid for service in the National Guard under the report issued by a specialized medical committee.

(D) not to be convicted of a felony non-political or misdemeanor involving moral turpitude.

(E) be of good character and reputation and behavior.

(F) holds a primary school certificate at least.

(G) to be sons of the province, which is a National Guard troops.

(H) not to be a member of any political party.

Article -14- First: earns Associates of the National Guard with permanent service salaries and allowances of their peers in the Ministry of Defence.

Second state departments continue to pay the salaries of its members of the National Guard reservists when they are called to serve and returned to their jobs after demobilization.

III holds the leadership of the National Guard pay volunteers working in the private sector salaries and the employer is required to return him to work during the ten (10) days from the date of demobilization.

IV National Guard troops be granted when they are called to serve the reserve risk and nutrition given to their peers of the employees of the Ministry of Defence allocations.

V. accounted for reserve duty in the National Guard for the purpose of doubling the bonus, promotion and retirement service.

Article -15- First: the Commander in Chief of the Armed Forces call part or all of the employees of the National Guard reservists to join their units in one of the following: - cases

(B) Upon the outbreak of war or expecting a war.

(C) When a state of emergency or disaster.
