     He said the Baghdad Provincial Council decision Farhan Qasim told the "term" that "the history of 5/8 was the official date for the transfer of powers from the federal government to municipal councils, according to Law 21 of 2008, which provided for the principle of decentralization," noting that "the transfer of powers was 8 includes the ministries. " 
    Qasim said that "the provincial council before that date was prepare himself to take over through cooperation with the mission to facilitate the process of transfer of powers and the training of local councils to master the task team has already been three ministries are education, health, municipal achievement". 
    He noted that "there Tsoeva to prevent the transfer of powers, as well as the intention of a lot not to apply this decision, as the Council of Ministers form its own committee to amend paragraph 19 of Law 21 and vote on them and then send them to the parliament to vote on it and therefore not to the powers of the transfer."  He said "There is a breath-year-old to prevent the implementation of the decision to transfer the powers despite the existence of a clear clause in the Constitution about it", adding that "the sectarian quota system is the reason as the assumption by the state of the block certain of the Ministry means owning their own to the Ministry they work according to personal interests and not for home ".

    He added by saying that "the reforms, if implemented correctly, the principle of decentralization should be the introduction of these reforms to be adopted gradually to the State Administration, where all tests proved that this principle is the basis for the success of the state." 
    For its part, he confirmed a member of the House of Representatives Najiba Najib, told the "term" that "the Constitution established the principle of decentralization and Tsuifa or delay its work can not be done unless there is a defect in its application and can be treated in the future." 
    She said Najib, a committee of economy and investment parliamentary member that "the government agencies would be unable to oppose or delay the transfer of powers in this matter because it is contrary to a clear clause in the Iraqi constitution has been agreed upon." 
    He pointed out that "the House of Representatives do not agree to delay the transfer of powers to the provinces and that the vote on the extension of the powers or giving a new resolution to prevent this it is a violation because it can swap a constitutional clause parliamentary resolution or a government." 
    Article (45) of the governorates not organized law in the territory of No. 21 of 2008 amended to establish a body called the (Supreme Commission for coordination between the provinces) headed by the Prime Minister and the membership of Ministers (Municipalities and Public Works, and Construction and Housing, Labor and Social Affairs, Education, and Health, Planning, Agriculture, Finance, Sports and Youth) and Minister of State for Provincial Affairs, governors and heads of provincial councils. "
