    He said deputy speaker of parliament, Sheikh Hamoudi, that the draft «National Guard» Act, which our face lifting of the agenda, with the agreement of the Presidium of the legislative institution «will not be voted on unless kept pace with the size of the victories achieved by the crowd People and security forces and preserves their full rights».
    Said Hamoudi in a written statement issued by his office: The «project of the National Guard law must preserve the unity of the country, and ensures the participation of all in the responsibility of all components and provinces of the country», pointing to the need for the proposed power link formed in this law, General Commander of the forces Muslhh.naib     The first President of the Chamber of Deputies, also stressed the need to be mentioned law «supporting the security forces and popular mobilization in the face of terrorism and to achieve stability and promoting national unity», stressing rejection because there are manufactured by departments of rule by military force in the provinces with the presence of local police.
    Bloc «Kurdistan Alliance» Parliamentary, explained in this context, that the vote of its members on this law is subject to meeting the sole condition to the mechanism for the formation of «National Guard» in different the geography between the federal government and the province Krdstan.oukal areas Kurdish lawmaker Abdul Aziz Hassan said in a statement : that the mass «has the sole condition for approval of the adoption of the National Guard Law, is that there be coordination and cooperation with the Peshmerga forces to form the popular crowd forces in areas under article 140 of the Constitution». He explained Hassan, a member of the committee «security and defense» in Parliament, that the member areas «Peshmerga forces now control many different areas on the geography after the expulsion of Daash terrorist gangs of them, and the formation of the popular crowd forces in these areas without coordination with the Peshmerga forces would disrupt the security situation» He continued that «the current National Guard Act is intended to regulate all the forces that fighting extremist groups in the next phase », indicating that« the future of law and not about the current phase which includes the face Aldoaash »It is said that the factions of the popular crowd combined absolute refusal to approve the law in its current form announced, expressing opposition to some of its paragraphs, calling the Legislative Council to the rejection of that« does not save the blood and sacrifices of widows and orphans and the crowd fighters and the resistance factions. »

    Stressed the security and defense committee member of the parliamentary Hakhuan Abdullah, said that the structure of the National Guard represents a fundamental point of contention before the law legislation.

     Said Hakhuan, told all of Iraq [where], that "the fundamental point of contention in the National Guard Law concerning the structure of the Guard."
    "The National Alliance believes that the composition of the provinces and not the sons of the province, either insists on Iraqi forces be based on conservative because one of the reasons for the fall of those provinces was a matter of having a strange forces for maintaining did not defend it." 
    It was the Presidency of the Council of Representatives member Hamoudi, yesterday ordered the National Guard withdrew the draft law from parliament Wednesday agenda of the meeting.
