    "morning," a publication of the most important paragraphs of the
    withdrawal agreement signed by Iraq and the United States end of the
    year 2008 on the occasion of the first anniversary of the withdrawal of
    foreign troops from the country.

    The following is the text of the
    main terms of the agreement, knowing that he is not taking into account
    the sequence as far as taking important:

    Article XXIV .. the
    withdrawal of U.S. troops from Iraq: recognition of the performance of
    the Iraqi security forces and increase their capacity, and the
    assumption of full responsibility for security, and build on the strong
    relationship between the two parties, it was agreed on the following:

    _ All U.S. forces withdraw from all territories and waters and airspace of Iraq no later than December 31 2011.

    _
    The United States recognizes the sovereign right of the Government of
    Iraq to request the departure of U.S. forces from Iraq at any time, and
    the Government of Iraq recognizes the sovereign right of the United
    States to withdraw U.S. forces from Iraq at any time.

    _ The Parties
    agree to establish mechanisms and arrangements to reduce the number of
    U.S. troops within the time periods specified, and they can agree on the
    sites where they will stabilize these forces.

    Article Twenty-Seven
    .. deter security risks: In order to promote security and stability in
    Iraq and contribute in establishing peace and stability, both parties
    seek actively to promote political and military capabilities of the
    Republic of Iraq and to enable Iraq to deter threats against its
    sovereignty, political independence and territorial integrity and its
    democratic federal constitutional .

    They agree in this regard:

    _ In
    the event of any external or internal threat against Iraq or the
    occurrence of aggression upon it, would violate its sovereignty or
    political independence or territorial integrity, waters or airspace, or
    the threat of its democratic system or its elected institutions, and
    upon request from the Government of Iraq, the Parties shall, to initiate
    immediately in the deliberations of the strategy, and as may be
    mutually agreed between them, the United States will take appropriate
    measures, including diplomatic measures, economic or military or any
    other measure, to deter such a threat.

    _ The parties agree to
    continue close cooperation in the promotion and perpetuation of military
    and security institutions and democratic political institutions in
    Iraq, including, as may be mutually agreed, cooperation in training,
    equipping and arming of Iraqi security forces, in order to combat
    domestic and international terrorism and outlaw groups, At the request
    of the Iraqi government.

    _ May not use land, water and atmosphere of Iraq conduit or a springboard to launch attacks against other countries.


    Article XXV
    Include measures to end the application of Chapter VII on Iraq.



    Article IV .. tasks:

    _
    Government of Iraq requests the temporary assistance of U.S. forces to
    support them in their efforts to maintain security and stability in
    Iraq, including cooperation in the conduct of operations against
    al-Qaeda and other terrorist groups and outlaw groups and remnants of
    the former regime.

    _ Conducted all military operations carried out
    under this Agreement with the consent of the Government of Iraq, and is
    full coordination on such operations with the Iraqi authorities. And
    oversees the coordination of all these military operations joint
    committee to coordinate operations military (JMOCC) that is formed under
    this Agreement, shall be transmitted to the Joint Ministerial Committee
    issues related to the proposed military operations that can not be
    joint committee to coordinate military operations to decide on them.

    _
    Implemented all those processes with the necessity of full respect for
    the Constitution and the laws of Iraq, and the implementation of these
    operations without exceeding the sovereignty of Iraq and its national
    interests, as determined by the Iraqi government, and the duty of the
    United States Forces to respect the laws of Iraq and customs, and
    traditions and applicable international law.

    _ Both sides continue
    their efforts to cooperate in order to strengthen Iraq's security
    capabilities, and as may be mutually agreed, including training,
    equipping, and logistical backing and building and upgrading logistical
    systems, including transport, accommodation and catering for the Iraqi
    security forces.

    _ Parties retain the right to legitimate self defense within Iraq, as defined in applicable international law.


    Article Thirty .. for entry into force of this Agreement

    -
    This Agreement shall be in force for a period of three years, unless
    terminated by one of the parties before the end of that period pursuant
    to paragraph (3) of this article.

    - Does not modify this Agreement
    without the consent of the two parties formally and in writing in
    accordance with the constitutional procedures applicable in both
    countries.

    - This agreement shall terminate after one year from the receipt of a party from the other party notice in writing to do so.

    -
    This Agreement shall enter into force on the first day of January 2009,
    after the exchange of the parties of diplomatic notes confirming
    completion of necessary procedures in each of the implementation of the
    Agreement and in accordance with the constitutional procedures of the
    two parties.
