The Iraqi Government signed an arms deal with Russia worth over four billion dollars into new weapons

A
government source revealed early, painful Tuesday, special delegation
sent from Baghdad to Moscow signed an arms deal with Russia worth over
four billion dollars.
The source said in an interview with the
(range) that "the military and the Iraqi Government, who is visiting
Russia for the purpose of contracting for the arms package with
completed Monday the deal was signed by Iraqi and Russian sides.
The
source said on condition of anonymity that "the value of the
transaction exceeds four billion dollars after the introduction of new
weapons on the old deal," Noting that "under the contract, Russia will
deliver the weapon immediately upon completion of the manufacturing
batch, within specified time limits."
The source refused to
disclose contract details or disclose the names of the officials who
signed the deal, or the weapons, but said there are "modern aircraft and
other sophisticated weapons."
Iraqi Foreign Minister Hoshyar
Zebari said on 23/2/2013, in an interview with the Russian Agency
(Interfax) that Iraq and Russia holding the arms deal agreed during the
recent visit of Prime Minister Nouri al-Maliki to Moscow in autumn 2012,
explained that the Government wait for the adoption of the financial
budget for the year 2013, in the Parliament to pay an advance payment of
the value of the deal.
The disclosure of the transaction with
the Russian side, one day after the Declaration of the Presidency of the
Republic ratifying the country's general budget for 2013 and devoted a
large proportion of them for security and defence.
The
established Russian State arms export (rosoboronxbort), until
mid-February almaldi stresses that the arms deal with Iraq have not been
cancelled but has not yet entered into force and were in need of a
series of legislative actions.
The source in the Office of

were "suspicions of corruption" with the deal, before 40 days of its
conclusion, but the Prime Minister denied it.
Ali al-Dabbagh, was
reported in an interview (range) in the 20 November 2012, before being
sacked from his post, his presence before the Committee of parliamentary
integrity was a "informal," Noting that the integrity Commission said
there is no relationship between him and the Iraqi-Russian contracts,
also indicated that "accusation and suspicion that the deal".
Exclamation
marks were also raised, when al-Maliki, said on the first of December
2012, "does not possess any official documents proving the existence of
suspicions of corruption in the Russian deal", although a close aide,
Izzat shahbander said, in possession of information on the subject,
reported the Russian President informed the Prime Minister that such
suspicions.
The House voted at its meeting Tuesday, the November
20, 2012, to set up a Commission to investigate the deal with Russia is
composed of members of the committees and parliamentary defence and
security committees, and certain facts bekhso deal and Parliament
decided to refer the entire file to the integrity Commission and Iraqi
prosecutors who did not declare anything about suspicions that hovered
around the deal.
And the State of law Coalition, accused
political opponents, to focus on Russian arms deal to cover up what he
calls "the bank scandal, which led to the sacking of Bank Governor Sinan
Al-Shabibi and arrest a number of staff on charges of corruption.
The deal includes aircraft (MIG-29) and thirty attack helicopter Mi-28, surface-to-air missile systems-42 pantsir-s 1.
Russia
was, in the former regime, one of the largest suppliers of arms and
equipment to Iraq but the entry of US troops into the country in 2003
gave preference to Washington, Moscow's traditional rival, in Iraq,
despite the recent period has seen a trend of the Government of Iraq
towards the diversification of sources of armaments "and the signing of
economic exchange.
