Then I read the House ofRepresentatives Al -Fatihah memory ofthe spirit of thedeceased and for the souls of the martyrs Iraq all. then herecited MP Abdul Kahar Samarrai , astatement on thedifficult humanitarian situation in the city ofFallujah and theinability of the local government by theintroduction of food aid to the citizens ofthe city, calling onArab and Islamic countries to assist in the delivery ofhumanitarian aid to Fallujah and working to arm the sons of thetribes of theliberation of the city from the control ofDaash gangs terror, as well as contributing in securing thenecessary needs in the areas ofdisplacement and thereconstruction ofliberated areas. on the other hand , theCouncil voted on adraft Code of military criminal Procedure and submitted by the committees, defense and legal security ,which aims to expand the scope of the law and the granting ofthe commander inchief of the armed forces and Minister of defense theauthority to issue thelaw decision of themilitary to include and increase thepowers prescribed to the Minister and theinvestigating officer 's military, thejudiciary and determine the validity ordered seizure in imposing specific penalty law and toprovide the necessary military to prosecute the legal guarantees and Jahia and inabsentia in all theroles of theinvestigation and trial and to reconsider the formation of military courts in line what has been established by the military judiciary. in terms ofAnbar province , theCouncil voted on aresolution as a"disaster province" at the request of 60 deputies, due to thevictim for the damage to human lives and loss oftangible property and infrastructure isestimated at 80% as aresult of terrorist Daash including health and educational facilities of the total is covered by the province crimes. the council also voted on aresolution on thefinal accounts of theRepublic of Iraq in 2007 and sponsored by the Finance Committee.
