    He said Planning Minister Ali Shukri, said in an interview to a number of media, including (range Press), on the sidelines of the final session to discuss the report of the ministry with the United Nations Development Programme, about progress in health and education services, which was held in Hotel Ishtar Sheraton in Baghdad, said that " The ministry developed a work program with the United Nations began more than two years ago to see the progress in services in the provinces of Iraq. "

    Shukri said that "the ministry eventually convening today's meeting of the submission of the final report of what has reached with the United Nations on the level of services in the provinces of Iraq," pointing to "a disparity has reached the Iraqi provinces in the provision of services."

    He said Iraqi Planning Minister that "the provinces of the Kurdistan region of Iraq occupied the first places in the progress of the issue of the provision of services, while the central and southern most points,"

    Shukri acknowledged that "access to the extent that drawn by the United Nations for Iraq in the provision of development services to its citizens is still far away," noting that "Five-Year Plan (2010-2014), did not achieve their goals because of the lack of security and political stability."

    Shukri pointed out that "the government sent the new Five-Year Plan 2013 - 2017 to the parliament for approval," adding that "the private sector and provinces participated in the preparation."

    Shukri pointed to "a chapter of the private sector and the separation of investment in the new five-year plan," he said, adding that "there is no solution to poverty in Iraq, but the existence of private sector investment and active."

    The Ministry of Planning (the 27 of November 2012 the past), a report on the rates of deprivation and poverty in Iraq, stressing that poverty rates exceeded the barrier of 30 percent, and less provincial disadvantaged are Anbar, Baghdad, Kirkuk and Basra and the provinces of Iraqi Kurdistan, while more provinces disadvantaged , Maysan and Muthanna, Qadisiyah, Dhi Qar, where the percentage of disadvantaged about fifty percent.
