    SOooo let me see if I have this straight.  Before this article, if you wanted dollars. You had to get them through an exchanger who basically sent their people to the CBI window to get dollars.

    NOW....you can go to local banks (as long as they are state owned)... and get dollars... 

    If my thinking is correct, this is a good thing...because the auctions would not be necessary.
