Baghdad Operations Command issued orders to arrest any citizen has a weapon or moderately heavy and treated as a terrorist.
The leadership said in a statement received "morning" a copy of it, that "Maj . Gen. Jalil al - Rubaie , commander of Baghdad operations against the security forces to arrest any citizen has a weapon (moderate or heavy) outside the country or without a license and be treated in accordance with Article 4 of terrorism , " stressing "take all necessary action
