    Declared the province of Diwaniyah administration, on Wednesday, announced thesigning of a memorandum of understanding with the Chinese and the local establishment of an oil refinery thetwo companies at a cost of six billion dollars, and while confirming that 20% of the interest will be awarded for the province, explained that the project will provide to the people of Diwaniyah thousands of jobs. 

    The head of the Council of the province of Diwaniyah, Jubair Salman al - Jubouri, in an interview with (long -Presse), on the sidelines of a press conference at a meeting of the provincial council in the presence of thegovernor of Diwaniyah Sami Hasnawi and a number of members of the provincial council, said that " the local government took place yesterday evening, in the city of Karbala, a final memorandum with the company ( Power China), Inc. ( the bounties grandsons), a subsidiary of the threshold of Husseiniya, to create an oil refinery in hand Shinafiyah, kicks off production of 75,000 barrels, rises the roof of its production to reach 150,000 barrels per day. " 
    He said al - Jubouri, that" the agreement included the establishment of a new joint stock company, dividends distributed 70% to the company (Bauer Chinese), capital sponsor, and 10% of the company ( the bounties grandsons), which will adopt the approvals of the Federal government, that is to invest money in projects determined by the government of Diwaniyah, and 20% to Diwaniya , "pointing out that "profits will becalculated from the first day to conclude a formal contract for a period of 25 years for the contract to be maintained and handed over to the Government of Diwaniyah." 
    He Jubouri, that "Diwaniya recorded earlier in the allocation of interest rate of the investment project, without paying a single cent of the project value and cost , " noting " the amount allocated for the implementation of the contract refinery Shinafiyah reach six billion dollars is expected to be paid over ten years to be then increased the interest rate for the bureaucracy to 25%." President of the Council said that " the proportion oflabor imposed by the Government of Diwaniyah on running the company , ranging from 70 to 80%, to provide real jobs for the people of the province to contribute to moving the Diwaniya economy , " pointing out that " the project is linked with other projects , including the establishment of power generation electricity thermal power plant production capacity of (1150 MW), has Asthsalna all the initial of the Ministry of Electricity approvals, and five other projects concern the sectors of energy, health, industry and agriculture. " 
    He said al - Jubouri, that" the federal government and the ministries of oil and electricity specifically disappeared Diwaniya and ignored Mahrometha over the past years of the rounds oil licensing or investment projects for the production of electrical power but returned and allowed its investment under verbal approvals ,"stressing that" the Government of Diwaniyah invested those approvals to move on solid companies to create private investment projects to maintain in the oil and electricity sectors. " 
    for his part, the governor of Diwaniyah, Sami al- Hasnawi, in an interview (range Press), " the signing of acontract of this size at a time is one of the most difficult times through which Iraq is in its modern history resulting from the financial crisis is a major accomplishing , " adding that " the government of Diwaniya exhausted all their moves toward the center to get their dues Finance from the budgets of the development of regions to be forced to the declaration of the province blighted by poverty. " 
    He stressed Hasnawi, that" the governments of Diwaniyah moved far from the infrastructure and Amran province over the past years due to the conditions experienced in the country, "returned" success negotiator Diwani to convince foreign investors to implement strategic projects accomplishing calculates the province and its people. "
