" He said the head of the investment committee in the Karbala Provincial Council, Zuhair Abu Dakka, in an interview to the (long -Presse), " The obstacles to investment remain , as a result of lack of understanding of the state departments staff the difference between the investor and the contractor , " stressing the need to "realize a government employee that the investor his money came to live his project and the state granted land only, while the contractor performs project compared to the amounts allocated by the State to him at home. " He complained Abu Dakka, "continued delay in granting land ministries for investors , " adding that " the granting of land located within the administrative boundaries of the Municipality easier than those belonging to other ministries , " stressing that " the granting of extra-municipal land management is by a committee in theGeneral Secretariat of the Council of Ministers, which did not hold any meeting two years ago. "
