Parliamentary Legal: presidencies decision to postpone the elections unconstitutional

Parliamentary Legal Committee considered, on Sunday, to postpone the election date at therequest of the three presidencies "unconstitutional , " and he made "unjustified." 
She called to make way for the Electoral Commission to perform its functions to hold the elections on schedule, noting the possibility of postponing the elections in some provinces the request of the Commission.

The three presidencies have revealed, after a meeting Thursday, its agreement to postpone the local elections. And it made a formal request to the Election Commission to integrate the local elections Balbrlmanah at one time. 
But parliamentary committees, linked to the follow - up of Provincial Affairs, confirms that the (election commission) are close to completing the procedure due to vote in April 2017. 
It is assumed, according to the law of the provinces, that the Commission provide the reasons for the delay, so that the government decides, as happened when the elections were postponed in Anbar and Mosul in 2013 for a few months. 
It is expected that Prime Minister announce officially the postponement of local elections in the country, after sending the Office of President of the Republic, on Thursday, a letter to the Commission informing them of the postponement of local elections and integrate Balbrlmanah 2018. 
He says MP Mohsen al - Sadoun, chairman of the legal committee of parliamentary, said that " the elections should be held on time as stipulated in the constitution, as an entitlement for all Iraqi people, "considerable" the postponement of the election date by the three presidencies violation of the laws. "

The three presidencies in Iraq had agreed last week 
to postpone the local elections and integrate Balbrlmanah, while the Council of Ministers will conduct theproposed amendments at the provincial and district and provincial council elections law or submit a new draft law.

It said the document by saying , "Because of extreme circumstances through which Iraq currently and thepresence of large numbers of Iraqi citizens outside their home areas and the increasing number of displaced people and displaced during the years 2015 and 2016 because of the war against the (Daesh) and the lack ofstability in many parts of the country could be where the elections are held and the lack of financial adequate funding, to conduct the elections on time, given the current financial circumstances, so I decided three presidencies with the leaders of the blocs to postpone provincial elections to the day of the fourth session of the House of Representatives election for the purpose of conducting both elections both in one day. " 
The document stressed that " the Council of Ministers will conduct the proposed amendments at the provincial and district and provincial council elections law and submit a draft of a new law."
