The earlier approval of the law strongly rejected bythe coalition forces which represents the Sunni blocs in Parliament and the Cabinet.
And gave al- Sadr, on Sunday, the recommendations said to belong to the status of the popular crowd , which passed a special law to incorporate the Iraqi armed forces officially.
Sadr 's recommendations was circulated yesterday to the parliament speaker Salim al - Jubouri and body the popular crowd.
Sadr 's recommendations came in a statement, said it would "take into account the national interests of the pressing setter proposals necessary to be taken into account in a matter of integrating the crowd popular within the official security forces, sothat we avoid all sectarian, political and security problems I find interest , taking into consideration those Amegrahat especially after admitting merger parliamentarians" .

Sadr 's recommendations included:
First : Entry requirements:
1. The need to determine the age.

5. be enrolled for military specialization is taken into consideration.

8. to prove the fact that enrolled who fought with the crowd a real and not a formal fighting and fighting media images.
9-to promise not to interfere in politics.
10. not be wearing a uniform Alihuza earlier and later.
11. not have a government affiliation and functional legislative and executive.
12. not be a member of a party or a terrorist dictatorship.
