     Iraqi Communist Party was held, onThursday, the tenth national conference in Baghdad. 
    Party secretary Hamid Majid Moussa stressed that the sectarian quota system distorted democracy and shares of sabotaging its institutions and the protection of corruption and the corrupt. And while pointing to the increasing gap between the few who suffer the super - rich and themajority living in poverty and deprivation, stressing that any national reconciliation or community does not succeed without leave quotas approach. 
    He said the Iraqi Communist Party secretary , Hamid Majid Moussa , in his speech during the tenth National Congress of the Communist Party of Iraq that " the party Usher in the last period basis scourge embodied in the sectarian quota system that distorted democracy and ruining its institutions and fever corruption and thecorrupt and Catalyst sag and stagnation and bureaucracy and encouraging overtaking on human rights and Majaj conflicts absurd primitive and conflicts.     He said the Communist Party , "secretary We have identified the characteristics of this system and its disastrous consequences of failing to adopt economic and scientific strategy and unleash Vzlkat market economy and free market, privatization and the non - interference of the state so, have all led to the emergence of the global economic and financial crisis , the menu and the drop in oil prices to the depletion of the country 's wealth by about a terrible degradation of national productive capacities and the increasing dependence on imports and the destruction of reserves and budget deficits , which barely fill the needs of theoperational as well as mounting inflation and the high cost of living and the deterioration of the currency and the looting of the country 's money and encourage corruption, care and protection ratios. " 
    Hamid Majid Moussa said that " the gap between the few with the super - rich who Igtnon the people 'smoney account and have a monopoly on political and economic decision and the majority suffer poverty and deprivation is reflected approach clumsy irresponsible culprit in this sad reality phenomena Social wailing like the growing number of unemployed, the proportion of people living below poverty and the deterioration ofhealth services and municipal services line and traded smuggling, money laundering and human trafficking ,which threatens the integrity of the social structure in the strongest damage and displays it for more vulnerability. " 
    Communist party secretary explained that "if we want national reconciliation or a community we have to leave the quota approach , which does not produce at best only a temporary calm does not take long to explode on the owners so the reconciliation are linked organically and direct reform is not genuine reconciliation without real reform , " and wondered "can you hold a normal and fair elections and ensure genuine popular representation in the legislative institution without modifying the law of parties and modify the unjust election law pro powers powerful and without the restructuring of the electoral Commission and without activating thelaw of parties and ensure a truly international involvement on the electoral process."
