    Iran hails easing of Iraq sanctions

    Iran has congratulated neighboring Iraq on the easing of the United Nations sanctions imposed on Baghdad more than two decades ago.

    On Thursday, the UN Security Council voted unanimously to remove Iraq from Chapter 7 of the UN Charter and lift the UN sanctions imposed on Baghdad following the 1990 invasion of Kuwait by the executed dictator Saddam Hussein.

    Iran's Deputy Foreign Minister for Arab and African Affairs Hossein Amir-Abdollahian on Friday congratulated the “important event” to the Iraqi government and nation.

    He said the easing of sanctions is an indication of the “responsible” performance of the Iraqi government in handling the country's issues with its neighbors lingering from the previous regime.

    “The new Iraq managed to prove to the international community and its neighbors that it is no longer a threat to global peace and security,” Amir-Abdollahian stated.

    In its meeting, the Security Council agreed that the issue of missing Kuwaiti people, property and archives should be handled under Chapter 6, instead of Chapter 7.

    Chapter 6 of the UN Charter calls for peaceful resolution of conflicts between the countries, while Chapter 7 authorizes the Security Council to allow sanctions or military intervention if countries do not meet UN demands.
    The Iranian official said that the Security Council's decision would positively affect Iraq’s political status.

    After the UN move, Iraqi Prime Minister Nouri al-Maliki thanked the 15-member council for easing the sanctions.

    Maliki stated, “Iraq is now free from the constraints imposed by the follies of the dictatorial regime.”

    He underlined Iraq’s good intentions for bilateral relations with all countries, and called for talks and better relations between regional states to end the growing tensions.

    Iraqi Foreign Minister Hoshyar Zebari also praised the UN vote, saying the move heralds a new start for the ties between Iraq and Kuwait.
    “This is a new beginning for the relations between our two neighborly and brotherly countries. This is an example for other countries also to resolve their disputes and differences through peaceful means,” he stated.

    UN diplomatic sources say the only issues regarding Iraq's invasion of Kuwait which remain under Chapter 7 are an arms ban and the country’s payment of USD 52 billion in compensation to Kuwait.

    Iraq still owes USD 11 billion to Kuwait. It hopes to settle it by 2015.
    Arabi hails UNSC resolution over relieving Iraq from 7th Chapter
    The Minister of Foreign Affairs, Hoshyar Zebari, received a call from the Secretary General of the Arab League, Nabil al-Arabi, on Saturday.

    A statement by the Ministry of Foreign Affairs received by IraqiNews.com cited “Arabi welcomed the resolution of the UN Security Council over relieving Iraq from the sanctions imposed according the 7th Chapter of UN Charter.”

    “Arabi considered the resolution as a national and historical achievement for Iraq as he congratulated the Iraq and Kuwaiti people on the occasion,” the statement concluded.

    On last Thursday evening, the UN Security Council endorsed the resolution of relieving Iraq from the limits imposed on it according to the UN 7th Chapter.

    Sanctions against Iraq
    The sanctions against Iraq were a near-total financial and trade embargo imposed by the United Nations Security Council on the nation of Iraq. They began August 6, 1990, four days after Iraq's invasion of Kuwait, stayed largely in force until May 2003 (after Saddam Hussein's being forced from power), and persisted in part, including reparations to Kuwait, through the present.

    The original stated purposes of the sanctions were to compel Iraq to withdraw from Kuwait, to pay reparations, and to disclose and eliminate any weapons of mass destruction.

    Initially the UN Security Council imposed stringent economic sanctions on Iraq by adopting and enforcing United Nations Security Council Resolution 661. After the end of the 1991 Persian Gulf War, those sanctions were extended and elaborated on, including linkage to removal of weapons of mass destruction (WMD), by Resolution 687. The sanctions banned all trade and financial resources except for medicine and "in humanitarian circumstances" foodstuffs, whose import into Iraq was tightly regulated
