On the basis of what was approved by the House of Representatives and approved by the President of the Republic and based on the provisions of Article (1) of Article (61) and Article (III) of Article (73) of the Constitution,
The following law was issued:
No. (2017)
Proposed electronic ration card law
Definitions
Article (1) The following expressions for the purposes of this Law shall have the meanings indicated therein:
First - Ministry - Ministry of Commerce.
Second - electronic ration card - electronic card disposal for one person or one family
Objectives
Article 2 - This law aims to protect the Iraqi person's share of manipulation and ensure delivery by the best electronic means.
Procedures for granting electronic cards
Article - 3 - First - The new smart ration card instead of the previous paper ration card
Second - The Ministry of Commerce to develop an electronic ration card distributed to citizens instead of the previous ration card
Thirdly, the allocations of the ration card in the annual federal budget after approval to the Iraqi banks that are contracted to spend the amounts electronic ration card.
The establishment of a civil information system related to the food security of the Iraqi citizen with the allocation of identification number for each person or head of household.
Fifth - The creation of a financial section in each bank is contracted for the purpose of disbursing the amount of electronic ration card.
Sixth, the banks contracted with them to take the necessary facilities to ensure the disbursement of smart ration card in the local markets
General Provisions
Article 5 - First - The Ministry of Commerce estimated the amount of ration according to local market prices taking into account the increase in prices of materials annually
Second: The Ministry of Commerce shall take the same procedures as the previous changes, such as death, marriage, etc., which it was carrying out.
Third: The Ministry of Commerce shall cut the electronic ration card in the following cases:
A - The case of fraud
Repeated registration in more than one bank
C- Failure to meet the legal conditions for entitlement
4- The card shall be granted electronic ration for the beneficiaries:
A- For free for the first time
B - The amount of (10,000) ten thousand Iraqi dinars for each card in cases of damage or loss.
Article 6 The Ministry of Finance shall allocate the amounts due to the national electronic ration card from the general budget according to the updated data of the Ministry of Commerce.
Punishments
Article 7: Any person who submits incorrect information or fails to report cases where the card is to be cut shall be punished by imprisonment for not more than three years and a fine not exceeding JD (1000000) million.
Article 8 The Council of Ministers shall issue the regulations and regulations necessary to facilitate the implementation of the provisions of the law.
Article 9: This Law shall be implemented from the date of its publication in the Official Gazette.
