    Maliki stressed that the partnership of the region must be applied to imports and send its share of the state budget according to the population ratios under the Constitution, noting that there was no justification for not returning to the Constitution and start the dialogue, after the referendum was completed and after the Federal Court ruled, Good relations as they were
    He added that there is no justification for delaying the dialogue between Erbil and Baghdad until after the elections as long as we have handed over the Constitution and the need for talks against the background of a common sense of relations and brotherhood and national partnership that brings us together.
    Maliki said that the central government is able to help the Kurdistan Region to meet the challenges, stressing the region also to move towards the central government and interact with them in accordance with constitutional contexts.
    He added that it is now the central government to immediately begin dialogue on the basis of the Constitution, and to invite the region to sit at the table to resolve the problems, and expressed his belief that the government will play this role soon, because Iraq is affected by the entire postponement of the dialogue.
    He added that the Kurds will return partners and brothers in this country, and it is not true that those who oppose the Kurds will gain more votes on the street, and should not be this logic governing the nature of the policy adopted in dealing with the region, the province is part of Iraq and the Kurdish people part of the Iraqi people.
    Referring to the role of the Peshmerga forces in his speech on the occasion of the announcement of the victory over the "dodging," Maliki pointed out that mentioning the role of the Peshmerga in the face of "da'ash" was not an addition to it, stressing that it contributed to the fight against the organization, which was aimed at all Iraq and the Iraqis.
    Maliki pointed out that we must take advantage of what happened to achieve a leap towards the future, including real reconciliation fundamental within the Iraqi society and the political process, and the Kurdish people deserve to give him a lot, indicating that he is the most committed to hold the elections in time because the postponement devastating consequences of the political process and the current situation Is no worse than the situation in which the elections took place in 2005 and 2010, and decided the matter with the parliament. But the lack of elections brings us into a constitutional tunnel that can only be resolved by the intervention of the United Nations.
    Maliki announced the adoption of a clear system of the political majority through the gate of elections, indicating that this is not a Shiite majority or Sunni or Arab or Kurdish, but a majority that consists of all components.
    Maliki said that "bad quotas have not given us a stable political system or a stable government since the establishment of the new Iraqi state, and we want to get rid of them in accordance with democratic contexts."
    On the Kurdish role in the political process and the gains they have received, he pointed out that the Kurds have made a lot of victims throughout history, and the Constitution provides for the distribution of wealth according to population ratios, and the share of the Kurdistan Region estimated at 17% of total revenues, adding that in contrast to the region to provide what Produced from oil to the state budget, whether 100 barrels or one million barrels.
    Maliki called on leaders in the region to the need for openness, and work in the legal and constitutional context and the delivery of revenues of the region of oil, pointing out that it is acceptable whatever the size.
    On the role of the Presidency of the Republic in the intervention to address the problems between the region and Baghdad, Maliki pointed out that the Presidency of the Republic discussed ways to move the existing silence between the region and the central government, and asked the President of the Republic to invite the parties to serious dialogue on the constitutional foundations of his presence and follow-up. 
    Maliki expressed his hope that the region and the central government to respond and sit at the table of dialogue under the roof of the Constitution and not outside the constitutional contexts, stressing that they will never stop their efforts to bring together views and find solutions for the benefit of the Iraqi people, including the Kurdish people. 
    He pointed out that they continue to pressure all parties to meet and meet at the table of dialogue under the Constitution and the granting of rights, noting that they do not accept the government to take the right of the Kurds something, and the region to take the right of the rest of the components nothing.
    On the issue of punishing the region for electoral lands, Maliki stressed that punishing the Kurdish people in order to obtain more votes in the elections is a flawed logic and is morally and legally permissible and legitimate, stressing that punishing the people is invalid because real political action depends on reaching the will of the citizen and his mind And his heart through the introduction of projects and solutions, not through the complexity of the problems and take advantage of the momentum exists against some Kurdish leaders. 
    Al-Maliki pointed to the international and Arab positions calling for the acceleration of dialogue between the region and the central government. He said that the world in its democratic depth understands that the solutions to problems are no longer through gun nozzles, but through logic and resorting to constitutional and legal contexts and putting things back to normal.
    He stressed Maliki to move towards finding a new pattern of cooperation and integration among us in order to make the success of an Iraqi national project preserves the unity of the country and sovereignty and interests of all Iraqis, and end the differences shown by some sectarian movements. 
    He added that "as long as we classify ourselves as national political movements, we must open the horizons of cooperation and understanding, and work hard to cooperate to close all the outlets from which the conflict and conflict infiltrate and to cooperate on a national project that respects the will of the other.
