    [rtl]Russia submitted a draft resolution to the UN Security Council to establish a new international investigation body on the use of chemical weapons in Syria to replace the joint investigation mechanism of the Organization for the Prohibition of Chemical Weapons and the United Nations.[/rtl]
    [rtl]Russia's permanent representative to the United Nations, Vasily Nibenzia, said in a speech to the council at a meeting on Wednesday that the new body should be professional and non-politicized and operate on the basis of irrefutable data collected in a transparent and trustworthy manner.[/rtl]
    [rtl]He stressed that the former joint investigation mechanism failed to conduct substantive investigations and became a tool for political manipulation by some countries, pointing out that Russia has consistently stated that it is ready to continue consideration of this issue.[/rtl]
    [rtl]Nebenzia said Moscow was concerned that terrorists had chemical weapons manufacturing techniques and chemical terrorism, which was not limited to Syrian territory.[/rtl]
    [rtl]He called on the States members of the Security Council to consult the Russian draft resolution, which was circulated yesterday as an official document of the Council.[/rtl]
    [rtl]"Today we have heard false accusations by the US State Department that we are obstructing the verification of the use of chemical weapons in Syria and we have provided answers to all those accusations," the Russian delegate said."He said.[/rtl]
    [rtl]He noted that the United States is quick to point the finger at Russia and Syria when talking about any case of the use of toxic substances without waiting for professional and impartial investigations.[/rtl]
    [rtl]He pointed out that Washington "showed its truth to the international community that it does not want any independent professional mechanism to investigate," stressing that any committees or mechanisms of investigation alleged will not be legitimate unless approved by the Security Council.[/rtl]
