    During an emergency session of the Security Council at the request of Russia to discuss the humanitarian situation in the eastern Ghouta, the United States representative to the Security Council, Nikki Healy, stressed that the Syrian regime wants to starve the opposition in order to be subjected to it.

    "The situation in the eastern gouta of Damascus is hell," Hayley said during her speech at the UN Security Council. She said her country would vote for the Swedish-Kuwaiti draft resolution on imposing a humanitarian truce in al-Gouta and throughout Syria.
     
    "The Syrian regime wants to starve the opposition in order to be subject to it," adding that "Washington will vote today in favor of the draft resolution on the establishment of a humanitarian truce, especially that the Syrian regime launched a barbaric attack on civilians in the Gauta."
     
    The resolution calls for a humanitarian truce for Syria in the eastern Ghouta and throughout Syria to deliver humanitarian aid to civilians.
     
    "The secret regime will continue to bomb 400,000 civilians in al-Ghouta, and will depend on Russia's support for it," Hailey said.
     
    The number of civilian deaths caused by the heavy shelling of the Syrian regime on the eastern Ghouta, during the past three days, was 275 dead.
     
    The eastern Ghouta is part of the "reduction of tension" areas agreed at the Astana talks in 2017, with a guarantee from Turkey, Russia and Iran.
     
    A few minutes before the start of the meeting, the representative of Sweden to the United Nations, Ambassador Olof Skog, called for the adoption by the Council today of the draft resolution submitted by his country to Kuwait.
     
    But Russia's representative to the United Nations, Vasily Nebenzia, said in his statement before the meeting that there was still no agreement on the content of the resolution.
     
    "The Security Council must come up with a realistic resolution that can be agreed upon," he said. "I will circulate to you amendments to the draft resolution which I understand you were ready to vote on."
