    The parliamentary legal committee announced that the new date approved by the Council of Ministers for the elections of provincial councils and districts does not need the approval of the House of Representatives.
     
    The committee's decision Hassan Tauran, in a press statement, "From the legal point of view, the prime minister can set the date of provincial elections in cooperation with the Commission and does not need the approval of the House of Representatives, according to Mamoud in the draft law."
     
    He added that "this subject does not include a constitutional article to determine the date of elections, because the law is the organization of the election time," noting that "the old law gave authority to the Council of Ministers in cooperation with the Commission to set a new date."
     
    He explained that "if the application of Law No. 36 of 2008 in force, Kirkuk will be excluded from the elections, because Article 23 prevents the holding of elections in Kirkuk without the enactment of a special law or include a material of its own."
     
    The cabinet decided on Monday to hold local elections on December 22.
