Authorities at the local and federal levels have not done enough to address the underlying circumstances that have caused this situation.
According to the report, the short-sighted politicians are taking increasing rainfall as a reason they do not need to deal urgently with the ongoing Basra crisis.
"But Basra will continue to face severe water shortages and contamination crises in the coming years, with serious consequences," if the government does not now invest in targeted, long-term and much-needed improvements.
