IMO it means that the first meeting will be held within the next 15 days. I would be looking for a report thatis in line with this:

"Article [54] of the Constitution necessitated the President of the Republic, which here, Vice President of the Republic to issue a presidential decree includes inviting winners to hold a parliamentary session of the first and set a date for the meeting with a note that the date should be decided by the President of the Republic does not exceed 15 days from the date of approval" .

    No later than July 1

So we are looking for articles about a first parliament session between NOW and 1 July 2014, that's where we should see the winning coalition pick a President, and two Vice Presidents, then the President picks the Prime Minister.  That's when things will really start to get exciting, when we know the names that go with all these positions.
    Thanks
