    Mubasher: The President of the Republic, Barham Salih, presented, on Tuesday evening, at the Peace Palace in Baghdad, the new draft penal code to the House of Representatives, as the first new draft penal code in the country in 50 years; To modernize the legal system and keep pace with developments and place Iraq in the ranks of countries that are committed to international law.

    The Presidency of the Republic said, in a statement, that the new draft penal code was submitted by the Supreme Judicial Council to the Presidency of the Republic, in the context of cooperation between the Presidency of the Republic and the Supreme Judicial Council in the field of legislating laws necessitated by the developments of the times, to replace the Penal Code of 1969, and is a document in terms of wording. Legal and harmonization with the Iraqi legislation in force, not violating the constitution, and not contradicting international conventions, aiming to achieve security, solidarity and stability .
    The meeting included the First Deputy Speaker of the House of Representatives, Hassan Al-Kaabi, members of the Parliamentary Legal Committee, the President of the Bar, the President of the Iraqi Jurists Union, a number of experts and legal scholars, and a group of academics who are professors of law in Iraqi universities .
    The Iraqi president said that the new draft law is the most comprehensive amendment in 50 years to the Iraqi Penal Code of 1969 and its amendments made by the dissolved Revolutionary Command Council and orders issued by the Coalition Provisional Authority.
    Salih added that the project was adopted by the Supreme Judicial Council and the State Council was consulted in it, while the Advisory Board in the Presidency of the Republic worked on it by making use of the Iraqi competencies and the various jurisprudential circles to reach a formula that fits with the new situation in Iraq .
    The President of the Republic pointed out that major transformations occurred in Iraq during the past decades, but its legal system and the penal code in particular remained in a framework that did not keep pace with developments in the political system and in Iraqi society.
    He pointed out that one of the most prominent features of the new law is the development of deterrent punitive texts to combat financial and administrative corruption crimes, prevent impunity, oblige embezzlers to return funds, criminalize acts and tighten penalties for crimes committed against the national economy, and that the law attaches great importance to protecting the family and criminalizing acts committed against it. .
    The Iraqi president stressed that the new draft law has taken into account all international agreements and treaties, especially those ratified by Iraq as part of national law and through consultation with the United Nations and the Red Cross, and it will have positive consequences that make Iraq in the ranks of countries committed to international law and international standards related to crime, punishment, personal freedoms, and abuses that occur in society .
    The President of the Republic stated that the draft law was an important development and a breakthrough to address a legacy that requires treatment, stressing that Iraq wants to be and must be in line with the international system with regard to these important concepts .
