Qaani's replacement arrives in Baghdad in a new attempt to persuade al-Sadr to accept al-Maliki

Baghdad / Tamim Al-Hassan
In a new attempt to involve Shiite leaders in the next government, an Arab envoy close to Tehran arrived in Iraq with a new initiative.
The new envoy is interfering for the first time directly in the Iraqi crisis since the last elections that took place 4 months ago.
This development came after the failure of the former Iranian envoy to dissuade Muqtada al-Sadr, the leader of the Sadrist movement, from his intention to form a majority government.
It is expected that the alternative delegate will introduce other parties to the mediation line, while not relying much on his success because of Al-Sadr's insistence on his position.
Especially since there is news of a close and “important” meeting of the tripartite alliance that includes al-Sadr and some Sunni and Kurdish forces.
In general, these moves are moving slowly, awaiting a new position from the judiciary regarding the legitimacy of Parliament opening the door for candidacy for the second time to fill the position of President of the Republic, which is expected to be decided tomorrow, Wednesday.
Parliament had reopened on February 8, opening the door for candidacy for the position again, amid legal controversy and the speed of one of the deputies to challenge the new decision before the Federal Court.
Parliament was forced to do this after the end of the previous month period (from January 9 to February 7) without electing a president of the republic, due to the exclusion of the Federal Court, Hoshyar Zebari, the most prominent candidate for the position.
Shiite and Gulf mediation
According to information available to (Al-Mada), the coordinating framework, for which some decisions of the Federal Court came in favor, is preparing for a new round to convince al-Sadr.
And adheres to the leader of the Sadrist movement to form a majority government to exclude former Prime Minister Nuri al-Maliki.
According to the information, "a Shiite figure from Arab countries (whose name was not mentioned) arrived in Baghdad yesterday, in a new round of negotiations with the leader of the Sadrist movement."
The information did not reveal whether the new delegate had a new initiative to lift al-Sadr's veto on al-Maliki, or whether he would repeat the same "scenario" of the Tehran delegate to the race.
And Ismail Qaani, commander of the Iranian Quds Force, had previously failed to persuade the leader of the Sadrist movement to include al-Maliki, or to grant immunity to the latter.
Al-Sadr accuses the Dawa Party and Al-Maliki, who is the party’s secretary-general and head of the government for two terms (2006-2014), of wasting about 450 billion dollars and being responsible for the emergence of the “ISIS” organization in 2014.
The information quoted by sources familiar with the progress of the negotiations indicated that the new envoy "will use a Gulf state to put pressure on the Sunni forces in the hope of influencing al-Sadr, or splitting the tripartite alliance."
A few days ago, Al-Mada revealed, from informed sources, that threats from armed factions had reached some parliamentarians, especially independents, who are close to the tripartite alliance.
As those sources indicated at the time, Tehran transmitted a warning message to the Sunni forces’ regions of a “security confusion” if they continued to ally with al-Sadr, through a Gulf state.
After a campaign of denial by al-Maliki and Qais al-Khazali, the leader of Asa'ib Ahl al-Haq, about these threats, members of the coordinating framework revealed that that country is Qatar.
Al-Maliki had expressed his surprise at "there was a lot of talk about the threat without providing evidence," while calling on the Supreme Judicial Council to hold these figures accountable.
Al-Maliki said in a tweet via Twitter, "Iraq is a state and our efforts are intense to preserve security and rule of law and to reject outlaws, so we regret their recent proliferation."
He added, "What we have seen and heard recently in the media about threats to the lives of some political figures, we categorically reject them, but at the same time we are surprised by the frequent talk about the threat without providing evidence."
Khazali, said something similar to what al-Maliki mentioned, commenting on the tweet of the leader of the Sadrist movement, last Friday, in which he mentioned the presence of a threat to his person and his partners in the coalition.
Triple Alliance
The political blockage that has been going on for several months has produced 4 possible “scenarios” to get out of the crisis, including the survival of the current caretaker government, or al-Sadr going to the opposition if he is unable to pass the majority project.
It was leaked in the media about a close meeting of the parties to the tripartite alliance consisting of the Sadrist movement, the Sovereignty Alliance, which includes the alliances of progress (Muhammad al-Halbousi) and Azm (Khamis al-Khanjar), along with the Kurdistan Democratic Party.
He has not yet announced the agenda of the meeting or the place where it will take place, although the leaks talk about the possibility of holding it in Erbil, where the headquarters of the Kurdistan Democratic Party head Massoud Barzani is located.
According to what was leaked, the meeting will address the issue of the candidate of the President of the Republic, and the recent Federal Court decision, according to which Kurdistan was prevented from exporting oil, amid criticism from observers of the court’s decision, which seemed to set new and not explained legal norms.
The leaders of the current and the Democratic Party had revealed, a few days ago, a contact that took place between them, in which they agreed “on the necessity of holding a meeting of the forces of the Triple Alliance during the coming days,” according to a statement issued by the two parties.
Waiting for federal surprises
In turn, Ghaleb Al-Daami, a researcher in political affairs, says that the side meetings and contacts within the tripartite alliance "are existing and have not stopped."
But he added, in connection with (Al-Mada): "As for the political activities of all parties, they have been suspended for several weeks."
Less than a month ago, al-Sadr announced a "freezing of negotiations" to form the government, following the issuance of a decision to exclude Zebari from running for the post of President of the Republic.
Al-Damamy continued, "All political forces are waiting for the new Federal Court decision regarding the legitimacy of the parliament's decision to open the door for candidacy for the presidency a second time."
According to some leaks, the expected session of the Federal Court will be tomorrow, Wednesday.
The researcher in the political affairs explains that after the decision, new rounds of negotiation will start, and the talks will take two directions:
The first is the new agreement between the Kurdistan Democratic Party and the Patriotic Union on a candidate for the presidency, if the court rules that the decision to open the door for a second nomination is unconstitutional.
Or the second trend represented by the tripartite alliance going to Parliament to choose the new “democratic” candidate, Riber Ahmed, after the “trio” guarantees a sufficient number of seats to pass his candidate.
