    Today, Monday, the Federal Integrity Commission called on the Ministries of Finance and Electricity to find effective mechanisms to ensure the provision of financial allocations to electricity distribution companies throughout Iraq, according to the plans developed within the operational and investment budgets.

    In a statement received by Mawazine News, the authority stated that "the authority's prevention department recommended, in a report it prepared on the visits made by its team, to conduct field visits to the Ministry of Electricity - Baghdad Electricity Distribution Company, that the ministry in general and urgently, and the company in particular, use Modern and advanced means such as smart scales and prepayment scales, as well as setting standards on the main nutrients of high-consumption bodies, to solve the problems of collection and manipulation of standards, and what may be tainted by embezzlement, waste of public money and waste of electrical energy.


    The report, a copy of which was sent to the Prime Minister’s Office, the General Secretariat of the Council of Ministers, the Integrity and Energy Committees in the House of Representatives, and the Minister of Electricity, stressed the importance of forming a committee to audit the cash received from the sales fund for the purpose of matching with the cash transferred to the Consumer Affairs Center, provided that the matching is daily with The number of accounts and the amount carried over, in order to avoid violations in the perforation of the lists, in addition to resolving the issue of open credits for long periods, since the amounts for renewing those credits had arranged relatively large sums of money, which the company had to take advantage of in its other projects.

    He explained, "The Baghdad Municipality's failure to comply with the directives of the Prime Minister's Office and the Secretariat of the General Secretariat / Cabinet Affairs Department and committees on the allocation of lands for the establishment of secondary distribution stations, stressing the importance of high coordination between the Baghdad Municipality and the Ministry of Electricity, in order to preserve the work hierarchy, and not to waste public money unjustified. As a result of the work of the secretariat, and the removal of conflicts that would cause damage to the electrical networks.

    And he monitored, "The accumulation of debts related to the collection of the government category in the 2021 schedule, and the total debt amounted to 2,822,013,290,000) two trillion dinars, which indicates the negligence of the sales departments in supplying the company's treasury with financial resources that aim to improve the reality of the distribution networks, pointing to the failure to update the control procedures for Measurement readers, record observers, and reconciliation and deportation divisions, to avoid errors related to debt amounts, as no solution has been found to the citizens’ suffering regarding the appearance of debt amounts in the lists, despite their payment for several months and years, in addition to the suffering of citizens in completing transactions and not facilitating procedures.

    He noted that “the appointment of large numbers of contracts and daily procedures in 2020 led to a state of confusion in the company’s branches, as the number of employees on the permanent owners in the company reached (14,913), while the number of contracts and daily wages reached (21,634), and events were operated without The age of (15) years, contrary to the law of the Ministry of Labor, and the employment of elderly people over the age of (75) years.

    And he stated that "the issuance of the instructions for canceling customs exemptions within the financial deficit financing law for the year 2020 was applied retroactively to all contracts concluded by the company on the basis of these exemptions, which led to the inability to provide services to the citizen, due to the high prices of equipment, in addition to the existence of expired credits. Validity for more than (8) years without deduction by continuation or closure, due to the lack of financial allocations at that time, as the continued opening of credits requires annually an amount of 2% of the value of the remaining amount.

    With regard to the work of the collection companies, the report stressed that “the Baghdad Electricity Distribution Company did not file lawsuits to collect the sums of money owed by those companies, the total of which is estimated at nearly (113) billion dinars, and the failure of some of them to pay the amounts, or to sign contract annexes regarding buildings and mechanisms. Some of them invested the collection sums they received from citizens, in addition, all of them have been suspended since 2018, with the exception of two companies only, and two others forged letters of guarantee submitted by them, while three companies were not granted an investment license by the National Investment Commission.
