Shafaq News/ The Journalistic Freedoms Observatory "JFO" based in Baghdad accused today, Sunday, the presidency of the Iraqi parliament of trying to "get rid" of journalists "gradually".
He said in a statement received by Shafaq News Agency, "Journalists and media professionals complained about the obstacles they face while performing their media duties in the House of Representatives, the latest of which was the directive of Parliament Speaker Muhammad al-Halbousi to prevent the entry of journalists officially accredited to cover parliamentary activities to the headquarters of parliamentary blocs and committees."
According to the statement, the observatory conducted interviews with a number of correspondents specialized in covering the activities of the parliament, to find out the obstacles encountered in their media work within the parliament.
He continued, "In addition to the fact that the council subjects its sessions to montage before broadcasting, even when those sessions do not contain dangerous military or security secrets, the series of council presidency decisions against journalists in the current and previous sessions threatens to empty their attendance at the council of its usefulness."
And media departments say that they have begun to be satisfied with sending photographers, while some are considering stopping even sending photographers.
A correspondent for one of the satellite channels, who refused to reveal his name “for fear of arbitrary penalties” by the Presidency of Parliament, told the Observatory, “The suffering of a journalist who wants to cover the activities of Parliament begins from entering the Green Zone, where most journalists are forced to walk long distances with photographic equipment.” before reaching the building.
He added that "entering the green area with special wheels is only done through a special bag to enter the green area," explaining that "there are 4 types of badges, the gray badge, which is intended for the entry of only one person with his wheel, and the green badge in which the holder and 4 other people are allowed. As for the blue and black bags, it is intended for MPs, ministers and special grades, where they enter with their protections.
He pointed out that "obtaining the badge is not a simple matter, as it goes through a series of complicated procedures and sometimes requires paying money, so most journalists do not have the badges to enter the green zone, forcing them to walk long distances to reach the building."
He continued, "The suffering does not end with reaching the parliament building, especially after the Speaker of Parliament, Muhammad al-Halbousi, in the previous parliamentary session, canceled the badges for journalists," noting that "after canceling the badges, journalists are now forced to take daily or monthly approvals from the media department to enter the the Council".
He pointed out that "those approvals are not granted easily despite the media department's cooperation with journalists, as a request must be submitted a day before to the department for the purpose of approval, unlike what was previously, where the journalist was known through a special baggage that allowed him to enter the parliament dome."
Another reporter for one of the most prominent Iraqi satellite channels, spoke to the observatory, stressing that "most of the deputies avoid holding press interviews, while the heads of the blocs are arrogant to the press and do not enter the media center except with a press conference," explaining that "the Speaker of the House of Representatives limited all powers to his hand, so that the approvals are issued." exclusively from his office.
The reporter called, "particularly the new MPs, to learn the diplomatic response and how to respond to journalists' questions," noting that "most of the new MPs believe that statements to journalists are a gift or a gift, and their responses are often provocative."
A third journalist, who also refused to reveal his name, said, "It seems that Parliament Speaker Muhammad al-Halbousi has a problem with journalists. All decisions and directives issued by him in the previous and current session contributed to restricting us...there are no facilities."
Regarding the directive issued by Al-Halbousi recently, according to which journalists who are officially accredited to cover parliamentary activities are prohibited from entering the headquarters of parliamentary blocs and committees, and that their presence is limited inside the press center, he commented: According to this directive, “journalists have to wait hours in the media center in order to Waiting for one of the deputies to come to the center and hold a meeting with him,” noting that “this directive contradicts the freedom of journalistic work guaranteed by law.”
He added, "A journalist cannot sit between 4 walls and wait for the information to come down to him. Our duty is to search for information and present it to the citizen," stressing that "restricting journalists in the media center was a humiliating matter, especially with the maintenance work taking place in the center, which makes it inappropriate." for use".
He stressed that "the media center hall is about 10 square meters, and there are about 50 journalists in it, and it lacks hygiene," adding that "a number of deputies were talked about our suffering in the parliament, but they did not move a finger, so how can the journalist change those unfair and insulting instructions." .
He revealed what he considered "an argument between the Speaker of the House of Representatives and some administrations of satellite channels, where most of the correspondents send materials about the suffering of journalists in the Council, but these channels avoid mentioning any negative aspects that their correspondent suffers from, because of the relationship of the Speaker of the Council with the managers of most satellite channels."
A fourth journalist working for a website, stated in his interview with the Journalistic Freedoms Observatory "JFO", that "the directives and decisions issued by the Presidency of the House of Representatives in the previous and current session, narrowed the work of journalists within the House of Representatives, and there is talk of a trend by the Presidency of Parliament to transfer the media center." This would be a disastrous decision if implemented.”
He added that "there is an emphasis on granting approvals to journalists in order to cover the activities of the House of Representatives, especially the official sessions, while the 2005 constitution stipulates in Article (53/first) that the sessions shall be public except when necessary," explaining that "the Council prevents journalists from attending the sessions, Although his internal system has adopted the principle of publicity in the text of Article 29 (first).
The Journalistic Freedoms Observatory says that it tried to communicate with the director of the office of the Speaker of Parliament and the Parliament's media department, in order to obtain an explanation for what was mentioned in the journalists' conversation, but he did not receive a response.
The Journalistic Freedoms Observatory "JFO" guarantees the right of reply to the parties and persons whose names are mentioned in the report, and it is expected from them to provide clarification on the harassment of journalists.
The Observatory calls on Parliament Speaker Muhammad al-Halbousi and his two deputies to reconsider the directives and instructions related to journalistic work, facilitate the performance of the media message guaranteed by the constitution, and stop harassing journalists and neutralizing their work.
