    The Ministry of Planning revealed the items of the general budget for the year 2023, the expected oil price, and the allocations included in it for all sectors.
    The Undersecretary of the Ministry of Planning for Technical Affairs, Maher Hammad Johan, told the official news agency, "Prime Minister Muhammad Shia'a al-Sudani assigned the Ministries of Planning and Finance to quickly prepare the general budget for the year 2023 and present it within appropriate time periods to the House of Representatives in order to proceed with the procedures for its approval."
    He added, "The Ministry of Finance proceeded with the details of calculating the expected operating costs for the 2023 budget and calculating the additions approved by the Council of Ministers and previous decisions regarding appointments and obligations related to contract holders in state institutions."
    Hammad revealed that "more than one price per barrel of oil has been set in the general budget for the year 2023 in agreement between the ministries of oil, finance, planning, and the central bank, starting from $65 up to $75," noting that "it is not correct to read the price of oil, as it represents the budget price in light of the many variables." Therefore, this price will remain variable until the moment of decision in the Council of Ministers or the House of Representatives, which is an important decision because we cannot present the budget with a large deficit.
    He pointed out that "the operational budget included three basic files, the first is setting up a mechanism that would provide full protection for the vulnerable and poor groups by providing basic commodities in the ration card," noting that "there is a plan in the government that guarantees the availability of basic commodities in the form of food baskets with increases processing periods that exceed ten sessions.

    And Hammad indicated that "there is pressure from the prime minister to provide citizens with the items of the food basket with 12 rations per year, while ensuring that it reaches those covered by the social protection network and providing appropriate allocations."
    He explained, "The second item of the operational budget is related to food security and farmers' entitlements to purchase wheat and barley, with the aim of ensuring strategic commodities and providing them to citizens, and including allocations."
    And he continued, "The third item is related to the payments of the electricity sector, especially in peak seasons, by ensuring the provision of appropriate financing for the purchase of gas and energy that covers the largest number of processing hours, while moving the various economic sectors."
    He pointed out that "the state subsidizes the electricity sector annually with about 22 trillion dinars, while the list of energy that is supplied to citizens is not less than 30 trillion, while the collected collections do not achieve two trillion dinars from citizens," stressing the need for "a broad plan with the strengthening of tariffs and the commitment of citizens to rationalize consumption." . 
    He noted that "there are multiple ideas in the budget to ensure the improvement of education and health indicators, the provision of basic requirements for diseases and medicines, and the support and rehabilitation of hospitals to be suitable for citizens. job opportunities and poverty alleviation.

    He explained that "the investment budget will have a strong dimension in terms of taking into account the directives of the prime minister and the government to complete the infrastructure in the governorates that include water, sewage and electricity networks," noting that "projects in the governorates will receive appropriate allocations for their completion faster than planned."
    He pointed out that "the education and health sectors will have high allocations that ensure the progress of this path, in addition to raising the allocations for the Ministry of Higher Education to enable colleges to absorb the large momentum of students," noting that "the food security sector will take a large part of the allocations for the relevant ministries such as agriculture and water resources to perform their tasks." Within the critical stages and securing food and water security in a positive way.
    Hammad stressed that "strategic projects, such as the Al-Faw port project, will be funded centrally in the general budget and through loans, so that the state can accelerate the pace of work and accomplish it properly, in addition to the strategic project related to water desalination and projects related to the Ministry of Electricity, which are called combined cycles that produce energy through the heat in the stations. It will be spent on it in a large way so as not to cost the state in the future additional expenses.
    And Hammad indicated that "the road and bridge sectors will take a large part, whether it is included in the emergency security law or that will be included in the general budget, which is related to removing bottlenecks from the Baghdad governorate, city centers, and annual roads, which will give a signal for a rapid change in the lives of citizens, including the suspended train, whose allocations were also included." in the budget law and start the actual process.
     
    He noted that "there are new projects according to the need for the development of revenues, and this is not far from the government's approach to rationalizing non-important expenditures, which began with decisions related to presidencies and hospitality, passing through the diversification of the economy by expanding revenues related to the non-oil sector, such as activating investments in mining, petrochemicals and derivatives, with commitment to the Prime Minister's directive not to Going to put pressure on citizens, especially the vulnerable and poor groups, and not imposing any kind of taxes on them,” indicating that “the general budget will focus on the poorest and most affected governorates, whether by terrorist or disadvantaged operations, in order to ensure a return to an equal path with development, and the service effort as well.” A large part of the budget will be allocated for it, and it is a valuable effort and has results on the ground in providing services to citizens, especially in the periphery areas, after the issuance of decisions to deal with slums or informal cities.

    And he stressed setting the budget numbers "in line with the ministerial curriculum with the ministries and governorates defining the destination of the projects, whether in infrastructure, job creation or the agricultural sector, for which good sums were provided, especially for the irrigation techniques file to ensure less water consumption and support farmers and farmers with fertilizers and include them in the budget."
