    The Council of Ministers, in its session held today, Tuesday, issued several decisions, including approving the recommendation of the Ministerial Council of Economy to confront the rise in prices in the Iraqi market, and the Ministry of Oil’s reduction of fuel and energy prices for industrial projects, laboratories, productive factories, and refrigerated and frozen warehouses for farmers.
    A statement issued by the Prime Minister's Media Office said, "Prime Minister Muhammad Shia' al-Sudani presided today, Tuesday, the thirteenth regular session of the Council of Ministers, during which developments in the general situation in the country were discussed, and a number of basic files that fall within the priorities of the government program were discussed. And follow-up on the implementation of its procedures, in addition to discussing the topics on the agenda and issuing decisions in this regard.
    At the beginning of the session, according to the statement, the Prime Minister directed all ministers to exert maximum efforts and intensify work in the blessed month of Ramadan in order to ease the burdens on citizens in this holy month. He also directed the Ministry of Commerce to address any delay associated with the process of distributing food baskets for the month of Ramadan and subsidized foodstuffs.
    Al-Sudani stressed that all ministers should not be late in evaluating the work of general managers working in their ministries, and also directed all ministries to implement the electronic card selling system (pos), appreciating the Ministry of Oil's approval of electronic card selling at gas stations.

    According to the statement, and based on the Prime Minister's directives to provide facilities to the private sector and address the obstacles facing it, and in implementation of the requirements of the government program to revitalize the private sector and move the economy forward in Iraq, the Council of Ministers approved the recommendations of the Ministerial Council for the Economy (23073 BC) for the year 2023, taking into account the opinion of the department. Legal in the General Secretariat of the Council of Ministers.
    The recommendations included a number of decisions that would advance the situation of the private sector, according to the statement, as follows:
    1- Write off the debts resulting from the amounts listed below, based on the amended Federal Financial Management Law:
    a. Amounts of profession fees and building permit fees accrued from industrial projects.
    B. Amounts of fines owed by private commercial companies resulting from the application of Article (217) of the Companies Law No. (21) of 1997 as amended.
    c. The amounts of fines owed by taxpayers resulting from the application of Article (30) of the Real Estate Tax Law No. (126) of 1959, Article (56) of the Income Tax Law No. (113) of 1982, and Article (8) of the Property Tax Law No. (26) For the year 1962, provided that the taxpayer fulfills his aforementioned obligations within a period of (3) working months, starting from the date of issuance of this decision.
    2- The General Secretariat of the Council of Ministers undertakes to amend paragraph (1) of Cabinet Resolution (39 of 2018) to include an additional reduction in electricity fees for industrial projects.
    3- Confirming the implementation of Cabinet Resolution (390 of 2019) regarding reducing the customs fee for plastic granules to zero.
    4- Confirming the implementation of Cabinet Resolution (227 of 2020), taking into account the following:
    a. Amending paragraph (2) to read: (5 years) to (3 years) have elapsed since the industrial project was granted the incorporation completion permit.
    B. Cancellation of paragraph (4) to replace it (that the industrial projects built on agricultural lands have obtained the approvals of the designated sectoral authorities in accordance with the Industrial Investment Law for the private and mixed sectors No. (20) of 1998).
    5- The Ministry of Oil’s reduction in fuel and energy prices for industrial projects, laboratories, productive factories, and refrigerated and frozen warehouses for farmers.
    6- Establishing a single window in the Ministry of Industry and Minerals that includes representatives of the ministries (Finance / State Real Estate Department, Construction and Housing, Municipalities and Public Works, Industry and Minerals / Industrial Development Department and the Municipality of Baghdad) whose rank is not less than a general manager, in addition to a representative of the Iraqi Federation of Industries, They delegate the authority of the competent minister or the head of the entity that is not linked to a legally defined ministry, whenever possible, to facilitate the procedures for allocating land for industrial projects.
    7- The Ministry of Finance shall authorize the Director General of the State Real Estate Department the authority to approve the rent amounts and the equivalent rent for lands allocated for industrial projects.
    8- Formation of a committee from the ministries (Finance and Agriculture) and a representative of the Union of Peasant Associations, to study the amendment of customs rates for customs commodities in the agricultural calendar tables attached to the Customs Tariff Law No. (22) for the year 2010 amending and timings for production and marketing seasons, submitting its recommendations to the Ministerial Council for Economy .
    9- Forming a committee that includes representatives of the ministries (planning, finance, and commerce) and a representative of the Chamber of Commerce, to study the suitability of commodities that need to issue an import license in light of the import policy, and the availability of the local product for commodities, to present a specific recommendation to the Ministerial Council of Economy.
    10- Formation of a committee, in coordination between the National Commission for Investment and the bodies granting the investment license, to study wages and fees collected from investors and to make specific recommendations to the Ministerial Council for Economy.
    11- Coordination between the Ministry of Commerce and a representative of the chambers of commerce and owners of private mills to establish mechanisms for importing wheat for the purposes of commercial flour production.
    12- Coordination between the Ministry of Finance and the Ministry of Agriculture to submit a specific recommendation to the General Secretariat of the Council of Ministers for the purpose of determining the percentage of support for the purchase of the wheat crop in line with the agricultural plan, with the establishment of a mechanism to indicate the extent to which it is possible to establish grain mills or not and the impact of this on the food security policy.
    13- Formation of a committee in each governorate headed by the Ministry of Finance / Director of State Real Estate in the governorate and with the membership of a representative of the Ministries of Agriculture and Water Resources, to study the status of the lands belonging to the Ministry of Finance and allocated for agricultural reform purposes that do not have a water share or are not suitable for agriculture to raise the hand of agricultural reform and cancel its allocation, and return it to the Ministry of Finance to allocate it to establish investment projects in accordance with Investment Law No. (13) for the year 2006 and the Industrial Investment Law for the private and mixed sectors No. (20) for the year 1998 as amended.
    14- The work of the committee formed according to the Diwani order (46 of 2020) was limited to allocating lands for projects specified in Legislative Resolution No. (1450) of 1981 amended by Resolution No. (577) of 1987. 15- The Ministry of Industry and Minerals took the necessary measures to avoid delays in registering the
    trademark In accordance with the applicable trademark and trade data law.
    16- Issuance by the Ministry of Finance of controls for estimating real estate tax.
    17- Abolition of the Diwani Order Committee (14 of 2018) related to banning imports, and contenting itself with the procedures specified in the amended Iraqi Products Protection Law No. (11) of 2010 because there is no legal basis for its authorship.
    18- Granting existing industrial projects that obtained an industrial investment license in accordance with Law No. (20) of 1998 that wish to develop their production lines, soft loans with the guarantee of the factory itself.

    The statement continued that, in the context of the government's plans to support low-income families to face the rise in prices in the Iraqi market, and with the aim of alleviating the burden of citizens, the Council of Ministers approved the recommendation of the Ministerial Council for the Economy (23069 s) according to the following: First
    :
    1- The Ministry of Commerce / the General Company for Foodstuff Trade purchases table eggs from producers wishing to market, according to contracts concluded between them and licensed producers exclusively according to a pre-prepared standard contract form, with no more than the design capacity for each project that is determined by an official letter from the Ministry Agriculture and a purchase price equal to the average cost price, which is currently 57 thousand dinars per carton, with a weight of no less than (23) kg per carton, provided that the price is reviewed monthly by a joint committee from (the Department of Livestock, the General Company for Foodstuff Trade, the General Authority for Customs, and the Iraqi Association for the Welfare of Poultry producers) and in the event of a difference between the market prices and the specified price by more than (30%) up or down, the price adjustment shall be presented to the Ministerial Council of Economy for decision, and the selling price to the citizen shall be the purchase price plus (2%) administrative charges to cover the costs of damages Resulting from loading, unloading, storage and price difference, and inIn the event that the General Company for Foodstuff Trading is forced to sell at a price lower than the purchase price, as a result of a drop in market prices that exceeds the mentioned margin, the Ministry of Finance shall bear the price difference.
    2- The mechanism mentioned in Paragraph (1) above shall continue to work until December 31, 2023.
    3- Work with the content of Cabinet Resolution (183) for the year 2022, with the following amendments:
    A- Applying Paragraph (3) to whole chicken, and does not include chicken cuts in the procedures Protect the local product.
    B- Amending Paragraph (5) to become: (The customs duty on table eggs is (20%) as an exception to Cabinet Resolution 23055).
    4- The Diwani Order Committee (23124), which is formed according to the letter of the Office of the Prime Minister, continues its work to implement Paragraph (5) of the Diwani Order above, study the impact of the decisions resulting in the above paragraphs, and submit its recommendations within a period of (60) working days. 
    5- This decision shall be implemented after the blessed Eid Al-Fitr holiday.

    And based on what the Prime Minister directed, according to the statement, during his meeting with the mission of our national youth team; For achieving a great sporting achievement for Iraq, winning the silver medal in the Asian Youth Football Championship, and qualifying for the World Youth Cup finals, the Council of Ministers approved the following: 1- Honoring the
    Iraqi youth football team players with a residential plot of 200 square meters, and a monthly grant of 500,000 dinars. For each of them, based on the Law No. (6 of 2013) Granting Champions and Pioneers Athletes.
    2- Honoring the administrative and training staff of the Iraqi youth team and referees, with a residential plot of land of 200 square meters for each of them.
    The statement indicated that, in appreciation of the great sacrifices made by the sons of the Armed Forces and the rest of the heroic security services, the Council of Ministers approved the Ministry of Health to provide preventive and curative services to the wounded, conduct examinations, treatments and various laboratory analyses, provide psychological and medical rehabilitation services and treatment services at various levels and secure costs Treatment inside and outside Iraq, and that the Ministry of Construction, Housing, Municipalities, and Public Works give the armed forces and security services priority when distributing plots of land in accordance with the government's housing plan, and the National Retirement Authority works to resolve the issue of pension rights for the wounded of the armed forces and security agencies, and the Ministry of Labor and Social Affairs undertakes Coordinating with the Ministry of Health to open special centers to rehabilitate the wounded of the armed forces and security services, according to the statement.
    And in continuation of the government’s approach to supporting the agricultural sector, the Cabinet approved, according to the statement, the continuation of the Cabinet’s decision (70 of 2022), and the inclusion of farmers who are outside the agricultural plan with government support for wheat purchases and marketing them to government receiving outlets, as well as continuing to receive wheat for the season. 2023 of the farmers included in the agricultural plan, and handing over the purchase amounts to them after receiving them within a maximum of two weeks.
    In the educational sector file, the Council of Ministers agreed to authorize the Ministry of Education to exclude from the instructions for implementing government contracts and the controls attached to them to print and prepare the examination book for the sixth grade of preparatory school exclusively.
    It was also decided to exclude printing and processing of the aforementioned book from the decision not to print it outside Iraq, and to allow the Ministry of Education to print it exclusively in China.
    Also in the education file, according to the statement, it was decided to cancel Cabinet Resolutions (258 of 2022) and (251 of 2022). The Ministry of Education prints books in accordance with fundamental instructions and procedures in order to achieve fair and transparent competition between government and private printing presses. The Ministry of Finance finances the printing amounts within the actual expenditure at a rate of (1/12) for the Ministry.

    In the energy file, the Council of Ministers approved the recommendation of the Energy Ministerial Council (23010i) for the year 2023, according to the following:

    1. Increasing the allocated amount to be $10 million instead of $5 million, in oil costs recovered from each service contract within the first, second and third licensing rounds. The number is (11) contracts, noting that the contracts of the fourth round (exploratory block) included a clause requiring contractors to allocate (10%) of the annual budget to finance and implement infrastructure projects.
    2. Requiring local governments to draw up a five-year or three-year plan, after coordination between them and the relevant ministries for drawing up urban policies, in line with the annual amounts allocated.

    3. The plan shall be submitted by local governments to the Ministry of Oil for coordination between them and service contracts and local governments to complete these projects, taking into consideration the following notes:

    a. Social benefits are recovered from the companies executing the oil licensing rounds.
    B. The annual increase should not be from $5 million to $10 million in absolute terms from the annual budget of the self-financing companies, to provide social services in the field areas and exploration blocks, and to implement infrastructure projects, and it is considered oil costs recovered from each service contract within the first licensing rounds The second and third number (11).
    c. Requiring local governments to develop a five-year or three-year plan after coordination between them and the relevant ministries for drawing up urban policies, in line with the amounts allocated annually, provided that this plan is approved by (the Prime Minister’s Office / the Higher Authority for Coordination between Governorates).

    Also in the energy file, the Cabinet approved the recommendation of the Ministerial Energy Council regarding the approval of signing a memorandum of understanding for the processing of crude oil between the Ministry of Oil in the Republic of Iraq and the Ministry of Energy and Mineral Resources in the Hashemite Kingdom of Jordan for a period of one year, starting from the date of its entry into force, taking into account Pay attention to the notes of the Ministry of Oil.

    The Council of Ministers discussed other issues on the agenda, and approved the following:

    First/
    1- The committee mentioned in Clause (Third) of Article (1), and Clause (Second) of Article (3), set forth in the Law of Seizure and Confiscation of Movable and Immovable Assets belonging to the pillars of the previous regime, shall be cancelled.

    2- Recommend to the House of Representatives to withdraw the draft law of the first amendment to the law of seizing and confiscating movable and immovable funds belonging to the pillars of the previous regime (No. 72 of 2017).

    3- The aggrieved party shall file lawsuits regarding the seizure or confiscation decision before the competent courts.

    4- Taking into consideration the remarks of the legal advisor to the Prime Minister.

    Second / Approving the draft law of the first amendment to the Iraqi Supreme Maritime Authority Law (No. 18 of 2019), which was audited by the State Council, and referred to the House of Representatives based on the provisions of the constitution, taking into account the notes of the legal department in the General Secretariat of the Council of Ministers.

    Third: Confirming the implementation of Cabinet Decision (107 of 2016) regarding the liquidation of the Sennacherib Company for Modern Public Irrigation Technologies affiliated to the Ministry of Agriculture.

    Fourth / Approval of the Ministry of Finance financing, only, two billion dinars as a grant to the Union of Iraqi Jurists, to restore and rehabilitate the general headquarters of the Union and its branches in the governorates, after the enactment of the general budget law for the year 2023.
