    [size=45]Representatives confirm that the amendments to the budget law will include three important aspects, pointing out that meetings will be held in the coming days with the Ministries of Finance and Planning to reformulate the articles covered by the change and make them consistent with the government’s plans and approach, and they talked about an approach to approve the law in the middle of next month and make it for three years conditional on restoring consideration when needed.[/size]
    [size=45]Representative Ali Al-Bandawi said, “Parliament finished, before the Eid holiday, the second reading of the budget law, and we have now reached the stage of voting.”[/size]
    [size=45]Al-Bandawi continued, "The Finance Committee did a good job in preparing its report on the law, and there were interventions by all the representatives."[/size]
    [size=45]He pointed out that "more than 160 deputies submitted proposals and observations regarding the government project, the purpose of which is to expedite the approval of the law and demand the rights of institutions, provinces and components of the Iraqi people."[/size]
    [size=45]And Al-Bindawi stated, “The observations focused on the size of the deficit, which was described as large, with a discrepancy in the allocations of the governorates between one and the other.”[/size]
    [size=45]And he talked about “few allocations allocated to poor governorates, compared to others whose condition is considered good compared to others.”[/size]
    [size=45]Al-Bindawi emphasized that “the distribution of funds to the governorates depended on a set of criteria, the first of which is population density, geographic area, and the extent of their need. Some of these governorates were subjected to military operations, such as the liberated areas, and others are described as the poorest, such as Muthanna and Diwaniyah.”[/size]
    [size=45]He pointed out, "The members of the Finance Committee or the leaders of the political blocs will hold continuous meetings with the Prime Minister, Muhammad Shia'a Al-Sudani, in order to reach the best solutions in order to expedite the approval of the budget."[/size]
    [size=45]Al-Bandawi noted, "The representatives have a strong will from all political blocs in the need to approve the budget quickly, and we expect that this will happen in the middle of next month."[/size]
    [size=45]And he believed, "Parliament has about three weeks, since the end of the Eid holiday today, in order to conduct appropriate discussions on the law and amend what can be amended."[/size]
    [size=45]Al-Bandawi concluded, “The Iraqi street has a real need to expedite the approval of this law, and the same applies to the government, which wants to proceed with its ministerial approach, which depends on providing services through important projects.”[/size]
    [size=45]For his part, Representative Moeen Al-Kadhimi stated, "The deputies' observations on the budget law have been summarized in three important axes."[/size]
    [size=45]And Al-Kadhimi continued, “The first axis is the need to reduce the total budget amounts, in order to reduce the value of the deficit in it from 64 trillion to less than that, especially since this budget was drawn up for three years.”[/size]
    [size=45]And he stressed, "the need to work to reduce the foreign debt, which amounted to 9 trillion new dollars for the current year, and the many benefits that result from it, and this is the second axis."[/size]
    [size=45]Al-Kadhimi indicated, "The third axis is the need to pay attention to financial allocations for the governorates, as the government project mentioned a limited amount for regional development projects, which requires an increase."[/size]
    [size=45]He explained, "The Finance Committee will start hosting the relevant executive authorities, especially the Ministry of Finance and Planning, in order to reformulate the weighted articles for the amendment in a legal manner that does not affect the government's plans."[/size]
    [size=45]And Al-Kazemi went on, that “the approval of the budget will be next month, after we complete the final version in coordination with the government before presenting it to a vote.”[/size]
    [size=45]Representative Omid Muhammad describes the government budget project as one of the laws that do not have major problems, unlike previous years.[/size]
    [size=45]Muhammad stated, "The biggest dispute that was between the federal government and the Kurdistan region has been resolved according to the recent agreement."[/size]
    [size=45]And he believes that “what the deputies are presently presenting falls within the framework of concern for public funds,” noting that “many observations have been recorded related to operating expenses, loans, the share of the Kurdistan region, and the mechanism for distributing appointments.”[/size]
    [size=45]And Muhammad pledges, “The stability of the economy in Iraq by approving the budget,” noting that “the project presented is still for three years, and there are objections from some representatives, but there was no agreement to make the change.”[/size]
    [size=45]Contrary to what was previously discussed, Muhammad stressed, “The current trend is with the approval of the budget for three years, with the addition of a paragraph that gives parliament the right to reconsider the budget for the next two years if there are changes in the price of a barrel of oil and Iraq’s revenues in general.”[/size]
    [size=45]And he added, "All budgets in Iraq included a deficit, but it is planned and not real," warning that "it is the government that bears the responsibility to cover this deficit as the body responsible for preparing the budget."[/size]
    [size=45]And Muhammad expressed his belief that “the government has a plan to fill the deficit within the budget, by relying on the surplus that will be achieved from oil sales, between the price fixed in the law and the real price.”[/size]
    [size=45]The Council of Ministers had previously sent a draft budget law for three years, carrying sums described as the highest, amounting to 200 trillion dinars, 75% of which went to the operational side and the rest to investment.[/size]
