    [size=45]A Gulf-American statement stressed Iraq's commitment to Kuwait's sovereignty and territorial integrity, calling for the completion of the demarcation of the Kuwaiti-Iraqi maritime border. A joint statement following the ministerial meeting of the United States and the Gulf Cooperation Council, yesterday, called on Iraq to resolve the legal situation to ensure regulation of navigation in Khor Abdullah.[/size]
    [size=45]The ministers stressed the importance of Iraq's commitment to Kuwait's sovereignty and territorial integrity, and respect for international agreements and United Nations resolutions, especially Security Council Resolution No. 833 regarding the demarcation of the Kuwaiti-Iraqi border.[/size]
    [size=45]They also called for the full demarcation of the Kuwaiti-Iraqi maritime border beyond border point No. 162, and called on the government of Iraq to expedite the settlement of the local legal status of the 2012 Kuwaiti-Iraqi agreement to regulate maritime navigation in Khor Abdullah and ensure the implementation of the agreement.[/size]
    [size=45]The ministers renewed their support for Security Council Resolution No. 2107-2013 regarding transferring the file related to the return of all Kuwaitis to their homeland, including missing Kuwaitis, and the return of Kuwaiti property, including the national archives, to the United Nations Mission in Iraq (UNAMI).[/size]
    [size=45]They expressed their hope that Iraq would continue to cooperate to ensure progress in this file.[/size]
    [size=45]They also called on Iraq and the United Nations to make every effort to reach a solution to all the issues raised. The statement came after a meeting between US Secretary of State Anthony Blinken, the foreign ministers of the member states of the Gulf Cooperation Council, and the Secretary-General of the Gulf Cooperation Council, Jassem Al-Budaiwi, in New York. The ministers affirmed their joint commitment to building on the achievements of previous ministerial meetings, including the last ministerial meeting in Riyadh on June 7, 2023, to enhance consultation, coordination and cooperation in all fields.[/size]
    [size=45]It is noteworthy that the Federal Supreme Court ruled that the ratification of the navigation agreement in Khor Abdullah with Kuwait was unconstitutional, because it was not consistent with the text of Article (61/Fourth) of the Constitution, which requires “a two-thirds majority of the members of the House of Representatives to vote on the agreement.”[/size]
    [size=45]The decision issued by the Federal Court that the agreement was unconstitutional means Iraq’s unilateral withdrawal from the agreement concluded with its neighbor Kuwait, and a step towards restoring water rights to Iraq. At the same time, it opens the door to international interventions in order to solve the problem between the two countries.[/size]
    [size=45]The Khor Abdullah Agreement was concluded in 2012 between Iraq and Kuwait, and was ratified by the then Iraqi Prime Minister Nouri al-Maliki in 2013. The Iraqi Parliament also voted on the agreement in the same year, under which Iraq lost all its rights in Khor Abdullah, which caused widespread reactions at the time.[/size]
