    Today, Saturday, the Federal Integrity Commission called for the provision of (raw) national cards in numbers that cover the actual need. To ensure the smooth provision and equitable distribution according to the population density of the districts; To cover her needs.
     
    The Prevention Department indicated, according to a statement received by the Commission, received by Al-Iqtisadnews, in its report on the field visits it carried out to the Ministry of Interior - the Directorate of Civil Status, Passports and Residence, the Directorate of the Unified National Card, and (31) of the departments in Baghdad and the governorates, it indicated that the percentage of completion of the national card As of (7/31/2023), it amounted to (71%) and (30,556,871) cards out of the total population of Iraq, which amounts to approximately (43,000,000) million people, according to statistics from the Ministry of Planning, indicating that the card was not issued for the remaining number; Despite the approaching expiry of the cards issued in 2016, which was set at (10) years.”
     
    In the report, a copy of which was sent to the Office of the Prime Minister, the General Secretariat of the Council of Ministers, and the Ministers of Interior, Communications, and Electricity, it recommended that the Ministry of Interior contract with the company that supplies the national card material in the number that meets the need for all citizens, pointing to the contract to prepare (36,399,400) million cards for Nearly (6,000,000) million of them have been received so far, pointing to the importance of considering the possibility of printing them in the governorate departments and providing special devices for them, indicating that it has been observed that card materials are prepared in numbers that are not commensurate with the actual need for them in Baghdad and the governorates, and irregularity between the periods of concluding contracts, Failure to take into account population distribution when distributing it; “Which led to a delay in its issuance, sometimes for a period of eight months.” 
     
    He proposed obligating the German company “Friedus”, which supplies the material for the national card, and activating the “QSystem” devices in modern inquiries. For the purpose of organizing citizen review according to the terms of the contract, stressing that these devices were activated for a short period in some departments and then were stopped; Due to the lack of the required paper rolls in the local markets, as their prices are very expensive, in addition to the lack of other operational materials necessary for the devices to work, calling for accelerating the implementation of the barcode system through coordination with the National Data Center in the General Secretariat of the Council of Ministers; For the purpose of converting administrative work from manual to electronic, so that correspondence is tracked, retrieved, and stored electronically, achieving speedy completion at the lowest costs, and not exposing auditors to blackmail and forcing them to pay bribes.”
     
    The report urged accelerating the implementation of the contract to develop the national card project, completing the provision of infrastructure for departments and directorates and supporting them with electronic devices, and for the Ministry of Electricity to ensure the continuity of electrical power by connecting the directorates to an emergency line. To ensure the continuity and flow of work, he pointed out the need for coordination between the Ministries of Construction and Housing, Municipalities, Public Works, Electricity, the Municipality of Baghdad, and the National Investment Authority with the Ministry of Communications when implementing civil works, which sometimes lead to damage to the optical cable related to the work of the National Card Directorate, and its work stops for a period that may reach more than Three days ago.”
     
    The report summarized the obstacles to the work of the national card departments in the governorates, including frequent outages in the communications system, which in turn causes delays in completing transactions and a lack of preparation of the card (material), in addition to the difficulty for citizens to obtain electronic reservations. Which forces him to resort to the owners of stalls adjacent to the circles to obtain a reservation. In exchange for a sum of money, the inefficiency and obsolescence of the electronic devices that are being worked on, and the lack of technical support, he noted the presence of noticeable intervention by the owners of the kiosks, promoting transactions and printing official books related to the validity of the issuance of records (death and birth) in the Salah al-Din district, and the presence of kiosks in Within the Al-Khalis Civil Affairs Department in Diyala.
