Demands continue to amend the salary scale from the employee sector. These demands aim to achieve greater fairness, especially in light of the large differences between the upper and lower levels of the current scale.
Approving a fair salary scale faces several obstacles, most notably the financial cover and the flexibility of applying the new law, which will achieve equality between one department and another, except through efficiency and the size of the giving. Parliament is awaiting the arrival of the law from the Council of Ministers for approval, as member of the Legal Committee, Arif Al-Hamami, expresses enthusiasm and support for this law. Al-Hamami told “Al-Sabah”: “The salary scale is an important law that employees wait for to bridge the gap between them, which burdens the state with requests for transfer from one institution to another.” He added that “the government completed the procedures and formed a higher committee to study the project, and it became obligatory for the government after it The committee completed its work and sent the law to the House of Representatives. He continued: "The law must be sent to Parliament, which is waiting for it, because it will achieve justice among state employees, revive the economic situation of many employees, achieve job stability and reduce the rush to a number of ministries in search of a salary increase." For his part, economist Safwan Qusay called for investing in the salary scale law to activate the production of government departments, taking into account employee productivity in determining salaries.
Qusay told “Al-Sabah”: “The method of distributing income in a regular manner among the groups of people requires programs aimed at distributing income between cities and villages,” and he added that “the process of looking at the public job without looking at its nature, who occupies it, his qualifications, and how to perform it, can be taken into account when “Reforming the wage system, we need to reconsider this issue.” He called for "equality within the scope of the specific job, and there are factors that take into account the desire of the economic planner to encourage specific jobs in order to pump blood into these jobs," and stated, "There are ministries that suffer from a lack of salaries for their employees due to the lack of production, such as the Ministry of Culture, which can activate archaeological sites." And tourism is what generates additional income for it, or the Ministry of Health and the possibility of operating public hospitals throughout the day, or the Ministry of Transport which needs to have an incentive system for members, as well as the Ministry of Commerce by activating its role in purchasing agricultural production and re-exporting it or pumping it into the ration card, or the Ministry “An industry that needs to be restructured and involve the private sector in implementing some public projects, streamlining and rehabilitating it to obtain income for its employees.”
Qusay pointed out that “the salary scale is not social benefits, but rather a desire to motivate workers to increase production, as some salaries are paid without productivity.”
